Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Carrier (Alfred-Pellan), seconded by Mr. Laforest (Saint-Maurice—Champlain), Bill C-490, An Act to amend the Old Age Security Act (application for supplement, retroactive payments and other amendments), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

First Reading of Senate Public Bills

Pursuant to Standing Order 69(2), on motion of Mr. Bains (Mississauga—Brampton South), seconded by Mr. Valley (Kenora), Bill S-220, An Act respecting a National Blood Donor Week, was read the first time.

Pursuant to Standing Order 86.2, the Bill (previously Bill S-214, 1st Session, 39th Parliament) was deemed read the second time and referred to the Standing Committee on Health.

Questions on the Order Paper

Pursuant to Standing Order 39(7), Mr. Lukiwski (Parliamentary Secretary to the Leader of the Government in the House of Commons and Minister for Democratic Reform) presented the returns to the following questions made into Orders for Return:

Q-71 — — With regard to meetings and planning by senior members of the civil service relating to Afghanistan for the period of August 15, 2005, until today: (a) how many Deputy Minister-level meetings have taken place; (b) what were the dates and locations of those meetings; (c) who chaired the meetings; and (d) who was present at each meeting? — Sessional Paper No. 8555-392-71.

Ways and Means

The Order was read for consideration of a Ways and Means motion to introduce an Act to give effect to the Tsawwassen First Nation Final Agreement and to make consequential amendments to other Acts (Sessional Paper No. 8570-392-5), notice of which was laid upon the Table on Tuesday, December 4, 2007. (Ways and Means No. 5)

Mr. Van Loan (Leader of the Government in the House of Commons and Minister for Democratic Reform) for Mr. Strahl (Minister of Indian Affairs and Northern Development), seconded by Mr. Hill (Secretary of State), moved, — That the motion be concurred in.

The question was put on the motion and it was agreed to on division.

Government Orders

The Order was read for the consideration at report stage of Bill C-29, An Act to amend the Canada Elections Act (accountability with respect to loans), as reported by a committee with amendments.

Pursuant to Standing Order 76.1(5), the Speaker selected and grouped for debate the following motions:

Mr. Van Loan (Leader of the Government in the House of Commons and Minister for Democratic Reform), seconded by Mr. Hill (Secretary of State), moved Motion No. 1, — That Bill C-29, in Clause 4, be amended by deleting lines 13 to 17 on page 2.

Mr. Van Loan (Leader of the Government in the House of Commons and Minister for Democratic Reform), seconded by Mr. Hill (Secretary of State), moved Motion No. 2, — That Bill C-29, in Clause 5, be amended by replacing lines 29 to 35 on page 4 with the following:

“case of a candidate, the selection date as defined in section 478.01 in the case of a nomination contestant, the end of the leadership contest in the case of a leadership contestant, and the end of the fiscal period during which the loan was made in the case of a registered party and registered association, is deemed to be a contribution of the”

Mr. Van Loan (Leader of the Government in the House of Commons and Minister for Democratic Reform), seconded by Mr. Hill (Secretary of State), moved Motion No. 3, — That Bill C-29, in Clause 5, be amended by replacing lines 32 to 35 on page 5 with the following:

“Officer shall inform the lender of his or her decision; furthermore, the candidate's registered association or, if there is no registered association, the registered party becomes liable for the unpaid amount as if the association or party had guaranteed the loan.”

Debate arose on the motions in Group No. 1.

Private Members' Business

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Ms. Crowder (Nanaimo—Cowichan), seconded by Ms. Wasylycia-Leis (Winnipeg North), — That, in the opinion of the House, the government should immediately adopt a child first principle, based on Jordan's Principle, to resolve jurisdictional disputes involving the care of First Nations children. (Private Members' Business M-296)
