Mr. Van Loan (Leader of the Government in the House of Commons and Minister for Democratic Reform) laid upon the Table, — Notice of a Ways and Means motion to introduce an Act to amend the Bankruptcy and Insolvency Act, the Companies' Creditors Arrangement Act, the Wage Earner Protection Program Act and chapter 47 of the Statutes of Canada, 2005. (Ways and Means No. 1) — Sessional Paper No. 8570-392-01.

Pursuant to Standing Order 83(2), at the request of Mr. Van Loan (Leader of the Government in the House of Commons and Minister for Democratic Reform), an Order of the Day was designated for the consideration of this Ways and Means motion.


Mr. Van Loan (Leader of the Government in the House of Commons and Minister for Democratic Reform) laid upon the Table, — Notice of a Ways and Means motion to introduce an Act to amend the Income Tax Act, including amendments in relation to foreign investment entities and non-resident trusts, and to provide for the bijural expression of the provisions of that Act. Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Cannon (Minister of Transport, Infrastructure and Communities), seconded by Mr. Hearn (Minister of Fisheries and Oceans), Bill C-4, An Act to amend the Pilotage Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Hearn (Minister of Fisheries and Oceans) for Mr. Lunn (Minister of Natural Resources), seconded by Mr. Cannon (Minister of Transport, Infrastructure and Communities), Bill C-5, An Act respecting civil liability and compensation for damage in case of a nuclear incident, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act respecting civil liability and compensation for damage in case of a nuclear incident”.

The House resumed consideration of the motion of Mr. Nicholson (Minister of Justice), seconded by Mr. Hill (Secretary of State), — That Bill C-2, An Act to amend the Criminal Code and to make consequential amendments to other Acts, be now read a second time and referred to a legislative committee.

Motions

By unanimous consent, it was ordered, — That, notwithstanding any Standing Order or usual practice of the House, Bill C-2, An Act to amend the Criminal Code and to make consequential amendments to other Acts, be proceeded with as follows:

the Bill be deemed read a second time and referred to a legislative committee;

the membership of the legislative committee be as follows: Richard Harris, Daryl Kramp, Daniel Petit, Gerald Keddy, Rob Moore, Marlene Jennings, Derek Lee, Brian Murphy, Larry Bagnell, Réal Ménard, Carole Freeman and Joe Comartin; and that the Chair be Rick Dykstra; and

proceedings in the committee on the Bill shall be concluded as follows: if not previously concluded by midnight on Thursday, November 22, 2007, at midnight on Thursday, November 22, 2007 any proceedings before the legislative committee shall be interrupted, if required for the purpose of this Order, and in turn every question necessary for the disposal of the committee stage of the Bill shall be put forthwith and successively without further debate; at the conclusion of the committee stage the Chair shall be instructed to report the Bill back to the House on Friday, November 23, 2007, and shall be authorized to table the report with the Clerk of the House at any time, including when the House is not sitting; and if the Bill is not reported back by midnight on Friday, November 23, 2007, the Bill shall be deemed to have been reported from the Committee without amendment.

Accordingly, Bill C-2, An Act to amend the Criminal Code and to make consequential amendments to other Acts, was deemed read the second time and referred a legislative committee.

Government Orders

The Order was read for the second reading and reference to the Standing Committee on Public Safety and National Security of Bill C-3, An Act to amend the Immigration and Refugee Protection Act (certificate and special advocate) and to make a consequential amendment to another Act.

The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill C-426, An Act to amend the Canada Evidence Act (protection of journalistic sources and search warrants).

Mr. Ménard (Marc-Aurèle-Fortin), seconded by Mrs. Thi Lac (Saint-Hyacinthe—Bagot), moved, — That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.

Debate arose thereon.
