Presenting Reports from Committees

Mr. Murphy (Charlottetown), from the Standing Committee on Public Accounts, presented the 15th Report of the Committee, "Chapter 5, Keeping the Border Open and Secure — Canada Border Services Agency of the October 2007 Report of the Auditor General of Canada". — Sessional Paper No. 8510-392-127.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Bonsant (Compton—Stanstead), seconded by Mr. Ménard (Hochelaga), Bill C-550, An Act to amend the Canada Labour Code and the Employment Insurance Act (family leave), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Black (New Westminster—Coquitlam), seconded by Mr. Marston (Hamilton East—Stoney Creek), Bill C-551, An Act prohibiting the commission, abetting or exploitation of torture by Canadian officials and ensuring freedom from torture for all Canadians at home and abroad and making consequential amendments to other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Motions

By unanimous consent, it was resolved, — That, it is the will of the House, that the government of Canada use its position and influence at the United Nations to have June 8 formally recognized by the United Nations as World Oceans Day.

The House resumed consideration of the motion of Mr. Ritz (Minister of Agriculture and Agri-Food), seconded by Mr. Cannon (Minister of Transport, Infrastructure and Communities), — That Bill C-33, An Act to amend the Canadian Environmental Protection Act, 1999, be now read a third time and do pass;

And of the amendment of Mr. Bevington (Western Arctic), seconded by Ms. Savoie (Victoria), — That the motion be amended by deleting all the words after the word “That” and substituting the following:
“Bill C-33, An Act to amend the Canadian Environmental Protection Act, 1999, be not now read a third time but be referred back to the Standing Committee on Agriculture and Agri-food for the purpose of reconsidering Clause 2 with a view to making sure that both economic and environmental effects of introducing these regulations do not cause a negative impact on the environment or unduly influence commodity markets.”.

The debate continued.

By unanimous consent, it was ordered, — That, notwithstanding any Standing Order or usual practice of the House, Bill C-459, An Act to establish a Ukrainian Famine and Genocide Memorial Day and to recognize the Ukrainian Famine of 1932-33 as an act of genocide, be amended as follows:

(1) That Bill C-459 be amended by replacing the long title on page 1 with the following:

“An Act to establish a Ukrainian Famine and Genocide (“Holodomor”) Memorial Day and to recognize the Ukrainian Famine of 1932-33 as an act of genocide”

(2) That Bill C-459, in the Preamble, be amended by replacing line 2 on page 1 with the following:

“ocide of 1932-33 known as the Holodomor was deliberately planned and”

(3) That Bill C-459, in the Preamble, be amended by replacing lines 6 to 8 on page 1 with the following:

“Ukraine, and subsequently caused the death of millions of Ukrainians in 1932 and 1933”

(4) That Bill C-459, in the Preamble, be amended by adding after line 8 on page 1 the following:

“WHEREAS that forced collectivization by the Soviet regime under Joseph Stalin also caused the death of millions of other ethnic minorities within the former Soviet Union;”

(5) That Bill C-459, in the Preamble, be amended by

(a) replacing line 28 on page 1 with the following:
“Austria, Estonia, Georgia, Hungary,”

(b) replacing lines 23 to 27 on page 2 with the following:

“WHEREAS Canada, as a party to the Convention on the Prevention and Punishment of the Crime of Genocide of December 9, 1948, condemns all genocides;”

(6) That Bill C-459, in Clause 1, be amended by replacing line 36 on page 2 with the following:

“Famine and Genocide (“Holodomor”) Memorial Day Act.”

(7) That Bill C-459, in Clause 2, be amended by replacing line 4 on page 3 with the following:

“(“Holodomor”) Memorial Day”.”

(8) That Bill C-459, in Clause 3, be amended by replacing line 6 on page 3 with the following:

“and Genocide (“Holodomor”) Memorial Day is not a legal”; and

following which, the Bill be deemed read a second time and referred to a Committee of the Whole, deemed considered in Committee of the Whole, deemed reported without amendment, deemed concurred in at the report stage and deemed read a third time and passed.
