Parliament having been convoked by Proclamation of the Governor General for the despatch of business, the Members of the House assembled.

Prayers
Opening of the session

The Speaker informed the House that Their Excellencies, the Governor General and Jean Daniel Lafond, will arrive at the Peace Tower at 1:30 p.m., and, when it has been indicated that all is in readiness, Their Excellencies will proceed to the Chamber of the Senate to formally open the Second Session of the Fortieth Parliament.

A Message was received from Her Excellency the Governor General desiring the immediate attendance of the House in the Senate.

Accordingly, the Speaker, with the Commons, proceeded to the Senate.

The Commons returned to the Chamber.

Tabling of Documents

The Speaker informed the House that, in accordance with the representation made by the government under the provisions of Standing Order 55(1), he had caused to be published a special Order Paper giving notice of a government motion.

Pro-Forma Bill

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Harper (Prime Minister), seconded by Mr. Hill (Leader of the Government in the House of Commons), Bill C-1, An Act respecting the administration of oaths of office, was introduced and read the first time.

Speech from the Throne

The Speaker reported that when the Commons was in the Senate, Her Excellency the Governor General was pleased to make a speech to both Houses of Parliament.

Mr. Harper (Prime Minister), seconded by Mr. Hill (Leader of the Government in the House of Commons), moved, — That the Speech from the Throne delivered this day by Her Excellency the Governor General to both Houses of Parliament be taken into consideration later this day.

Ways and Means

Pursuant to Standing Order 83(2), at the request of Mr. Flaherty (Minister of Finance), an Order of the Day was designated for the consideration of a Ways and Means motion for a Budget presentation on Tuesday, January 27, 2009, at 4:00 p.m.

Business of Supply

Pursuant to Standing Order 81, Mr. Toews (President of the Treasury Board), seconded by Mr. Hill (Leader of the Government in the House of Commons), moved, — That the Business of Supply be considered at the next sitting of the House.

Statement by the Speaker

Pursuant to Standing Order 86.1, all items of Private Members’ Business originating in the House of Commons that were listed on the Order Paper at prorogation, on Thursday, December 4, 2008, are deemed to have been considered and approved at all stages completed at the time of prorogation and shall stand, if necessary, on the Order Paper.

Deputy Chair of Committees of the Whole

Pursuant to Standing Order 8(1), the Speaker proposed that Ms. Savoie (Victoria) be appointed Deputy Chair of Committees of the Whole.

Pursuant to Standing Order 8(2), the motion “That Ms. Savoie (Victoria) be appointed Deputy Chair of Committees of the Whole” was deemed to have been moved and seconded.

The question was put on the motion and it was agreed to.

Assistant Deputy Chair of Committees of the Whole

Pursuant to Standing Order 8(1), the Speaker proposed that Mr. Devolin (Haliburton—Kawartha Lakes—Brock) be appointed Assistant Deputy Chair of Committees of the Whole.

Pursuant to Standing Order 8(2), the motion “That Mr. Devolin (Haliburton—Kawartha Lakes—Brock) be appointed Assistant Deputy Chair of Committees of the Whole” was deemed to have been moved and seconded.

Motions

By unanimous consent, it was ordered, — That, notwithstanding any Standing Order or usual practice of the House, after consultation with the party whips, the Clerk of the House be authorized to convene for Tuesday, January 27, 2009 a meeting of the Standing Committee on Procedure and House Affairs; and that on Tuesday, January 27, 2009, the House shall meet at 2:00 p.m. when Members may make statements pursuant to Standing Order 31; not later than 2:15 p.m. oral questions shall be taken up; at 3:00 p.m. the House shall proceed to the ordinary daily routine of business; following the ordinary daily routine of business the House shall, if necessary, suspend until 4:00 p.m. for the presentation of the Budget.


By unanimous consent, it was ordered, — That, notwithstanding the calendar tabled by the Speaker pursuant to Standing Order 28(2)(b), the House not sit on Friday, May 1, 2009; that, notwithstanding any Standing Orders or usual practice of the House, on Thursday, April 30, 2009, after Question Period, no dilatory motions or requests for unanimous consent shall be received by the Speaker, and that any recorded division that is deferred to or requested on Thursday, April 30, 2009, be deferred, or further deferred, whichever the case may be, at the expiry of the time provided for Government Orders on Monday, May 4, 2009.

Address in Reply to the Speech from the Throne
