Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Baird (Leader of the Government in the House of Commons) for Mr. Nicholson (Minister of Justice), seconded by Mr. O'Connor (Minister of State), Bill C-60, An Act to amend the Criminal Code (citizen's arrest and the defences of property and persons), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Presenting Reports from Committees

Mr. Bezan (Selkirk—Interlake), from the Standing Committee on Environment and Sustainable Development, presented the Fifth Report of the Committee (Bill C-469, An Act to establish a Canadian Environmental Bill of Rights, with amendments). — Sessional Paper No. 8510-403-191.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 31, 32, 34 to 36, 39, 40 and 42 to 48) was tabled.


Mr. Patry (Pierrefonds—Dollard), from the Standing Committee on Foreign Affairs and International Development, presented the Sixth Report of the Committee (question of privilege relating to committee business). — Sessional Paper No. 8510-403-192.

Mr. Chong (Wellington—Halton Hills), from the Standing Committee on Canadian Heritage, presented the Seventh Report of the Committee, "Emerging and Digital Media: Opportunities and Challenges". — Sessional Paper No. 8510-403-193.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

Business of Supply

The Order was read for the consideration of the Business of Supply.

Mr. Goodale (Wascana), seconded by Ms. Bennett (St. Paul's), moved, — That, given the undisputed privileges of Parliament under Canada's constitution, including the absolute power to require the government to produce uncensored documents when requested, the government's continuing refusal to comply with reasonable requests for documents, particularly related to the cost of the government's tax cut for the largest corporations and the cost of the government's justice and public safety agenda, represents a violation of the rights of Parliament, and this House hereby orders the government to provide every document requested by the Standing Committee on Finance on November 17, 2010, by March 7, 2011.

The House resumed consideration of the motion of Mr. Braid (Kitchener—Waterloo), seconded by Mr. Preston (Elgin—Middlesex—London), — That the Standing Committee on Finance be instructed to undertake a study of the current tax incentives for charitable donations with a view to encouraging increased giving, including but not limited to (i) reviewing changes to the charitable tax credit amount, (ii) reviewing the possible extension of the capital gains exemption to private company shares and real estate when donated to a charitable organization, (iii) considering the feasibility of implementing these measures; and that the Committee report its findings to the House.
