Government Orders

At 3:14 p.m., pursuant to Order made Tuesday, October 23, 2012, the House resolved itself into a Committee of the Whole in order to welcome Mark Cohon, Russ Jackson, Ave Poggione and Bryce Russell in recognition of the 100th Grey Cup.

At 3:20 p.m., pursuant to Order made Tuesday, October 23, 2012, the Committee rose.

Ways and Means

Mr. Flaherty (Minister of Finance) laid upon the Table, — Notice of a Ways and Means motion to amend the Income Tax Act, the Excise Tax Act and related legislation. (Ways and Means No. 14) — Sessional Paper No. 8570-411-15.

Pursuant to Standing Order 83(2), at the request of Mr. Flaherty (Minister of Finance), an Order of the Day was designated for the consideration of this Ways and Means motion.

Presenting Reports from Committees

Mr. Simms (Bonavista—Gander—Grand Falls—Windsor), from the Standing Committee on Canadian Heritage, presented the Sixth Report of the Committee, "Review of National Protocol Procedures". — Sessional Paper No. 8510-411-137.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 27 to 31 and 41) was tabled.


Motions

Mr. McCallum (Markham—Unionville), seconded by Mr. Lamoureux (Winnipeg North), moved, — That the Seventh Report of the Standing Committee on Government Operations and Estimates, presented on Wednesday, June 20, 2012, be concurred in. (Concurrence in Committee Reports No. 5)

Government Orders

The Order was read for the second reading and reference to the Standing Committee on Finance of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.

Mr. Toews (Minister of Public Safety) for Mr. Flaherty (Minister of Finance), seconded by Mr. O'Connor (Minister of State), moved, — That the Bill be now read a second time and referred to the Standing Committee on Finance.

Private Members' Business

At 5:32 p.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.

The Order was read for the third reading of Bill C-321, An Act to amend the Canada Post Corporation Act (library materials).

Mr. Tweed (Brandon—Souris), seconded by Mr. Watson (Essex), moved, — That the Bill be now read a third time and do pass.

Debate arose thereon.

Notice of Motion

Mr. Van Loan (Leader of the Government in the House of Commons) gave notice of the intention to move a motion at the next sitting of the House, pursuant to Standing Order 78(3), for the purpose of allotting a specified number of days or hours for the consideration and disposal of the second reading of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.

Private Members' Business

The House resumed consideration of the motion of Mr. Tweed (Brandon—Souris), seconded by Mr. Watson (Essex), — That Bill C-321, An Act to amend the Canada Post Corporation Act (library materials), be now read a third time and do pass.

The debate continued.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the third time and passed.
