Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Ritz (Minister of Agriculture and Agri-Food and Minister for the Canadian Wheat Board), seconded by Mr. Menzies (Minister of State (Finance)), Bill C-18, An Act to reorganize the Canadian Wheat Board and to make consequential and related amendments to certain Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation

(Pursuant to Standing Order 79(2))

His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled, “An Act to reorganize the Canadian Wheat Board and to make consequential and related amendments to certain Acts”.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Marston (Hamilton East—Stoney Creek), seconded by Mr. Ravignat (Pontiac), Bill C-331, An Act to amend the Bankruptcy and Insolvency Act and the Companies’ Creditors Arrangement Act (pension plans), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Mr. Paradis (Minister of Industry and Minister of State (Agriculture)), seconded by Mr. Moore (Minister of Canadian Heritage and Official Languages), moved, — That the Bill be now read a second time and referred to a legislative committee.

Debate arose thereon.

Mr. Regan (Halifax West), seconded by Mr. Simms (Bonavista—Gander—Grand Falls—Windsor), moved the following amendment, — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“the House decline to give second reading to Bill C-11, An Act to amend the Copyright Act, because it fails to: (a) uphold the rights of consumers to choose how to enjoy the content that they purchase through overly-restrictive digital lock provisions; (b) include a clear and strict test for “fair dealing” for education purposes; and (c) provide any transitional funding to help artists adapt to the loss of revenue streams that the Bill would cause”.
