The Standing Committee on Procedure and House Affairs met at 11:28 a.m. this day, in Room 253-D, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: David Christopherson, Kevin Lamoureux, Alexandrine Latendresse, Tom Lukiwski, Dave MacKenzie, Joe Preston, Blake Richards and Craig Scott.

 

Acting Members present: Bob Dechert for Scott Reid and Wladyslaw Lizon for Ted Opitz.

 

In attendance: Library of Parliament: Andre Barnes, Analyst; Erin Virgint, Research Assistant.

 

Witnesses: House of Commons: André Gagnon, Acting Deputy Clerk; Soufiane Ben Moussa, Chief Technology Officer, Information Services. Canadian Taxpayers Federation: Aaron Wudrick, Federal Director. National Assembly of Quebec: François Arsenault, Director, Parliamentary Proceedings Directorate. Legislative Assembly of the Northwest Territories: Tim Mercer, Clerk of the Legislative Assembly.

 
Pursuant to the Order of Reference of Wednesday, January 29, 2014, the Committee resumed its study of motion M-428, Electronic Petitions.
 

André Gagnon made a statement and, with Soufiane Ben Moussa, answered questions.

 

At 12:12 p.m., the sitting was suspended.

At 12:16 p.m., the sitting resumed.

 

Aaron Wudrick, François Arsenault and Tim Mercer made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That a proposed budget in the amount of $13,300, for the study of M-428, electronic petitions, be adopted.

 

At 12:56 p.m., the Committee adjourned to the call of the Chair.
