(oo) has the government undertaken studies to examine the potential use of mobile technology to produce increasingly precise and accurate warnings for potential victims of mass atrocities to adequately prepare or move to safety and, if so, (i) what are the studies’ titles, (ii) dates, (iii) results, (iv) recommendations;
