Mr. Choquette (Drummond), from the Standing Committee on Environment and Sustainable Development, presented the Seventh Report of the Committee (Supplementary Estimates (B), 2014-15 — Vote 1b under CANADIAN ENVIRONMENTAL ASSESSMENT AGENCY, Votes 1b and 5b under CANADIAN NORTHERN ECONOMIC DEVELOPMENT AGENCY, Votes 1b, 5b and 10b under DEPARTMENT OF THE ENVIRONMENT and Vote 1b under PARKS CANADA AGENCY. — Sessional Paper No. 8510-412-152.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Sopuck (Dauphin—Swan River—Marquette), seconded by Mr. Leef (Yukon), Bill C-637, An Act to amend the Criminal Code (firearms storage and transportation), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Questions on the Order Paper

Mr. Lukiwski (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answer to question Q-750 on the Order Paper.


Pursuant to Standing Order 39(7), Mr. Lukiwski (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the return to the following question made into an Order for Return:

Q-747 — Ms. Freeland (Toronto Centre) — With regard to government funding: for each fiscal year since 2007-2008 inclusive, (a) what are the details of all grants, contributions, and loans to any organization, body, or group in the electoral district of Toronto Centre, providing for each (i) the name of the recipient, (ii) the location of the recipient, indicating the municipality, (iii) the date, (iv) the amount, (v) the department or agency providing it, (vi) the program under which the grant, contribution, or loan was made, (vii) the nature or purpose; and (b) for each grant, contribution and loan identified in (a), was a press release issued to announce it and, if so, what is the (i) date, (ii) headline, (iii) file number of the press release? — Sessional Paper No. 8555-412-747.
Business of Supply

The Order was read for the consideration of the Business of Supply.

Ms. Davies (Vancouver East), seconded by Ms. Raynault (Joliette), moved, — That, in the opinion of the House: (a) full support should be offered to survivors of thalidomide; (b) the urgent need to defend the rights and dignity of those affected by thalidomide should be recognized; and (c) the government should provide support to survivors, as requested by the Thalidomide Survivors Taskforce.

Debate arose thereon.

Mrs. Sellah (Saint-Bruno—Saint-Hubert), seconded by Mr. Pilon (Laval—Les Îles), moved the following amendment, — That the motion be amended by replacing the words “as requested by” with the words “in cooperation with”.

By unanimous consent, it was ordered, — That it be an instruction to the Standing Committee on Procedure and House Affairs to : (a) examine policy options for addressing complaints of harassment between Members of the House of Commons; (b) make recommendations concerning a code of conduct for Members for the prevention and resolution of harassment in the workplace, including a clear definition of harassment; (c) make recommendations concerning a fair, impartial and confidential process, including options for the role of an independent third party, for resolving complaints made under the code; and (d) make recommendations concerning training and education initiatives to ensure compliance with the code; and that the Committee report its findings and recommendations to the House with all due haste.

Pursuant to Standing Order 81(16), the House proceeded to the putting of the question on the main motion, as amended, of Ms. Davies (Vancouver East), seconded by Ms. Raynault (Joliette), — That, in the opinion of the House: (a) full support should be offered to survivors of thalidomide; (b) the urgent need to defend the rights and dignity of those affected by thalidomide should be recognized; and (c) the government should provide support to survivors, in cooperation with the Thalidomide Survivors Taskforce.

The question was put on the main motion, as amended, and, pursuant to Standing Order 45, the recorded division was deferred until Monday, December 1, 2014, at the ordinary hour of daily adjournment.
