Whereupon, Mr. Stanton (Simcoe North), Assistant Deputy Chair of Committees of the Whole, took the Chair, pursuant to Standing Order 8.

Private Members' Business

At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Environment and Sustainable Development of Bill C-481, An Act to amend the Federal Sustainable Development Act (duty to examine).

Mr. Jacob (Brome—Missisquoi), seconded by Ms. Leslie (Halifax), moved, — That the Bill be now read a second time and referred to the Standing Committee on Environment and Sustainable Development.

Debate arose thereon.

Pursuant to Standing Order 93(1), the Order was dropped to the bottom of the order of precedence on the Order Paper.

Government Orders

The House resumed consideration of the motion of Mr. Oliver (Minister of Natural Resources), seconded by Mr. Moore (Minister of State (Atlantic Canada Opportunities Agency)), — That Bill C-5, An Act to amend the Canada-Newfoundland Atlantic Accord Implementation Act, the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act and other Acts and to provide for certain other measures, be now read a second time and referred to the Standing Committee on Natural Resources.

The debate continued.

The question was put on the motion and, pursuant to Standing Order 45, the recorded division was deferred until Tuesday, November 26, 2013, at the expiry of the time provided for Government Orders.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. MacKay (Minister of Justice), seconded by Mr. Duncan (Minister of State), Bill C-14, An Act to amend the Criminal Code and the National Defence Act (mental disorder), was introduced, read the first time and ordered to be printed.

Pursuant to Order made Monday, October 21, 2013, the Bill (previously Bill C-54, First Session, 41st Parliament) was deemed read the second time and referred to a committee, considered in committee and reported with amendments, concurred in at report stage, read a third time and passed.
