Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2019-20: Votes 1, 5, 10, 15, 20 and 25 under Canadian Food Inspection Agency, Votes 1, 5, 10 and 15 under Canadian Institutes of Health Research, Votes 1, 5, 10, 15, 20, 25, 30, 35, 40, 45 and 50 under Department of Health, Vote 1 under Patented Medicine Prices Review Board and Votes 1, 5, 10, 15, 20 and 25 under Public Health Agency of Canada, referred to the Committee on Thursday, April 11, 2019.

At 3:38 p.m., pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit until 4:10 p.m.

The Chair called Vote 1 under Canadian Food Inspection Agency.

The Minister made a statement and, with Theresa Tam, answered questions.

At 4:10 p.m., the sitting was suspended.

At 4:42 p.m., the sitting resumed.

Simon Kennedy, Michael Strong and Theresa Tam answered questions.

Committee Business
The Committee proceeded to the consideration of matters related to Committee business.

Motion

Robert-Falcon Ouellette moved, — That, in the opinion of this Committee, Bill C-316, An Act to amend the Canada Revenue Agency Act (organ donors), is a critical piece of legislation that has been duly and unanimously adopted by the House of Commons and has been before the Senate since December 12, 2018; and that this Bill should be adopted by the Senate and passed into law at the earliest opportunity.

Debate arose thereon.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 8; NAYS: 0.

Motion

Don Davies moved, — That the Chair of the Committee send a letter to all Honourable Senators to acquaint them of the motion adopted by the Committee earlier today with regards to Bill C-316, An Act to amend the Canada Revenue Agency Act (organ donors).

Debate arose thereon.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 8; NAYS: 0.

At 5:17 p.m., the sitting was suspended.

At 5:19 p.m., the sitting resumed in camera.

It was agreed, — That the clause-by-clause consideration of Bill S-248, An Act respecting National Physicians’ Day, take place on Tuesday, June 4, 2019.

M-206, Level of Fitness and Physical Activity of Youth in Canada
Pursuant to the Order of Reference of Wednesday, February 27, 2019, and the motion adopted by the Committee on Tuesday, May 7, 2019, the Committee resumed its study of the level of fitness and physical activity of youth in Canada (M-206).

The Committee proceeded to give drafting instructions to the analysts for a report.

Sports-Related Concussions in Canada
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, October 4, 2018, the Committee commenced its study of sports-related concussions in Canada.

The Committee commenced consideration of a draft report.

It was agreed, — That the draft report be adopted.

It was agreed, — That the report be entitled: "Tackling the Problem Head-on: Sports-Related Concussions in Canada".

It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the government table a comprehensive response to the report.

It was agreed, — That dissenting or supplementary opinions be in Calibri 12 point font, left aligned and single line spacing and be submitted electronically, in both official languages, to the Clerk of the Committee, not later than 5:00 p.m. on Thursday, May 30, 2019.

ORDERED, — That the Chair present the report to the House.

At 5:27 p.m., the Committee adjourned to the call of the Chair.
