Minutes of Proceedings
The Committee resumed consideration of the motion moved by Mr. Webber, which read as follows:
That, pursuant to Standing Order 108(2), the Committee undertake an immediate study of the current restrictions imposed on men who have sex with men when it comes to the donation of blood to determine if the current five-year ban is scientifically supported, or to determine if this restriction can either be reduced or eliminated while maintaining a safe blood supply system.
Rachael Harder moved, — That the motion be amended by replacing the words “an immediate study” by “a study this Fall” and by replacing the words “the current five-year ban” by “the current ban”.
It was agreed, — That the amendment be amended by replacing the words “undertake a study this Fall” by “initiate a study this Fall”.
It was agreed, — That the amendment, as amended, be adopted.
It was agreed, — That the motion, as amended, be adopted.
The motion, as amended, read as follows:
That, pursuant to Standing Order 108(2), the Committee initiate a study this Fall of the current restrictions imposed on men who have sex with men when it comes to the donation of blood to determine if the current ban is scientifically supported, or to determine if this restriction can either be reduced or eliminated while maintaining a safe blood supply system.
The Committee commenced its clause-by-clause study of the Bill.
Mederith MacKenzie, Sarah Brown, Jane Buxton and Pierre Poirier made statements and, with Christine Lalonde, answered questions.
At 10:38 a.m., the sitting was suspended.
At 10:41 a.m., the sitting resumed.
Pursuant to Standing Order 75(1), consideration of Clause 1 (Short Title), is postponed.
The Chair calls Clause 2.
On Clause 2,
Don Davies moved, — That Bill C-224, in Clause 2, be amended by replacing line 16 on page 1 with the following:“fering from an overdose is to be charged with any offense concerning a violation of a pre-trial release, probation, furlough, or parole relating to a drug offense under subsec-”
The Chair ruled the proposed amendment inadmissible because it was beyond the scope of the Bill, as provided on page 766 of House of Commons Procedure and Practice, Second Edition.
Whereupon, Don Davies appealed the decision of the Chair.
The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:

NAYS: Don Davies — 1.
