Minutes of Proceedings
It was agreed, — That Marilyn Gladu be elected First Vice-Chair of the Committee.
On motion of Ron McKinnon, it was agreed, — That a proposed supplementary budget in the amount of $33,800 for the study of Bill C-45, An Act respecting cannabis and to amend the Controlled Drugs and Substances Act, the Criminal Code and other Acts, be adopted and submitted to the Subcommittee on Committee Budgets of the Liaison Committee.
John Oliver moved, — That the Committee, in its consideration of Bill C-45, An Act respecting cannabis and to amend the Controlled Drugs and Substances Act, the Criminal Code and other Acts, proceed as follows:
a) that the Committee proceed with the clause-by-clause consideration of the Bill on Monday, October 2, 2017, from 3:30 p.m. to 5:30 p.m. and that the Chair may limit debate on each clause to a maximum of five minutes per party, per clause;b) that amendments be submitted to the Clerk of the Committee no later than 5:00 p.m. on Thursday, September 28, 2017, and distributed to members in both official languages; and
c) that if the Committee has not completed the clause-by-clause consideration of the Bill by 6:00 p.m. on Thursday, October 5, 2017, all remaining amendments submitted to the Committee shall be deemed moved, the Chair shall put the question, forthwith and successively, without further debate on all remaining clauses and amendments submitted to the Committee, as well as each and every question necessary to dispose of clause-by-clause consideration of the Bill, as well as all questions necessary to report the Bill to the House and to order the Chair to report the Bill to the House as early as possible.
After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 1.
On motion of John Oliver, it was agreed, — That, in relation to Bill C-45, An Act respecting cannabis and to amend the Controlled Drugs and Substances Act, the Criminal Code and other Acts, the analysts draft a letter of maximum five pages to the Minister of Health summarizing the most credible evidence and best advice the Committee has received regarding these several discreet issues it deems important:
a) the need for public health education and awareness campaign;b) establishing of metrics and baseline measurements to evaluate success of Bill C-45;
c) collaborative and respectful outreach and support to First Nations, Inuit and Métis communities to ensure appropriate implementation; and
d) concerns regarding management of international treaties.
It was agreed, — That the Committee adopt the following calendar:
Tuesday, September 26 and Thursday, September 28, 2017 – No meetingsTuesday, October 17, 2017 – Development of a national pharmacare program – Parliamentary Budget Officer’s presentation of his national pharmacare program costing analysis
Thursday, October 19, 2017 – Development of a national pharmacare program – Final roundtable discussion
Tuesday, October 24 and Thursday, October 26, 2017 – No meetings
Tuesday, October 31, 2017 – Development of a national pharmacare program – Drafting instructions for a report.
On motion of Don Davies, it was agreed, — That, in relation to Bill C-45, An Act respecting cannabis and to amend the Controlled Drugs and Substances Act, the Criminal Code and other Acts, all meetings of clause-by-clause consideration be televised.
At 4:14 p.m., the Committee adjourned to the call of the Chair.
