Presenting Reports from Committees

Mr. Nault (Kenora), from the Standing Committee on Foreign Affairs and International Development, presented the 15th Report of the Committee, "A Global Fight: Supporting Efforts to Address Sex Trafficking in South Asia". — Sessional Paper No. 8510-421-343.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meeting No. 83) was tabled.


Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Kwan (Vancouver East), seconded by Ms. Blaney (North Island—Powell River), Bill C-398, An Act to amend the Immigration and Refugee Protection Act (medical inadmissibility — excessive demand), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Presenting Petitions

Pursuant to Standing Order 36, petitions certified by the Clerk of Petitions were presented as follows:

Business of Supply

The Order was read for the consideration of the Business of Supply.

Mr. McColeman (Brantford—Brant), seconded by Mr. Deltell (Louis-Saint-Laurent), moved, — That the House call on the Prime Minister to apologize to veterans for his insensitive comments at a recent town hall in Edmonton and show veterans the respect that they deserve by fulfilling his campaign promise to them, when he said on August 24, 2015, that “If I earn the right to serve this country as your Prime Minister, no veteran will be forced to fight their own government for the support and compensation they have earned”.

Debate arose thereon.

Pursuant to Standing Order 83(2), at the request of Ms. Chagger (Leader of the Government in the House of Commons) for Mr. Morneau (Minister of Finance), an Order of the Day was designated for the consideration of a Ways and Means motion for a Budget presentation on Tuesday, February 27, 2018, at 4:00 p.m.

By unanimous consent, it was ordered, — That, notwithstanding any Standing Order or usual practice of the House, Bill C-70, An Act to give effect to the Agreement on Cree Nation Governance between the Crees of Eeyou Istchee and the Government of Canada, to amend the Cree-Naskapi (of Quebec) Act and to make related and consequential amendments to other Acts, be deemed read a second time and referred to a Committee of the Whole, deemed considered in Committee of the Whole, deemed reported without amendment, deemed concurred in at the report stage and deemed read a third time and passed.

By unanimous consent, it was ordered, — That, at the conclusion of today's debate on the opposition motion in the name of the Member for Brantford—Brant, all questions necessary to dispose of the motion be deemed put and a recorded division deemed requested and deferred until Monday, February 26, 2018, at the expiry of the time provided for Government Orders.

The House resumed consideration of the motion of Mr. McColeman (Brantford—Brant), seconded by Mr. Deltell (Louis-Saint-Laurent), in relation to the Business of Supply.

The debate continued.

At 5:17 p.m., by unanimous consent, the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Ms. Benson (Saskatoon West), seconded by Ms. Malcolmson (Nanaimo—Ladysmith), — That a special committee be appointed to conduct hearings on the matter of homelessness and to propose a national plan to prevent and end homelessness; that this Committee consist of ten members of which six shall be from the government party, three from the Official Opposition, and one from the New Democratic Party, provided that the Chair is from the government party; that in addition to the Chair, there be one Vice-Chair from each of the recognized opposition parties; that the Committee have all the powers of a standing committee as provided in the Standing Orders; that the members to serve on the said Committee be appointed by the Whip of each party by depositing with the Clerk of the House a list of his or her party’s members of the Committee no later than a week after the adoption of the said motion; that the quorum of the Committee be as provided for in Standing Order 118, provided that at least one member of each recognized party be present; that membership substitutions be permitted from time to time, if required, in the manner provided for in Standing Order 114(2); and that the Committee report to the House no later than 12 months after the adoption of this motion.
