Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Brison (President of the Treasury Board) for Mr. Sajjan (Minister of National Defence), seconded by Ms. Qualtrough (Minister of Public Services and Procurement), Bill C-77, An Act to amend the National Defence Act and to make related and consequential amendments to other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Mr. Sorenson (Battle River—Crowfoot), from the Standing Committee on Public Accounts, presented the 46th Report of the Committee, "Report 6, Royal Military College of Canada — National Defence, of the Fall 2017 Reports of the Auditor General of Canada". — Sessional Paper No. 8510-421-391.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

Ms. Kwan (Vancouver East), seconded by Ms. Blaney (North Island—Powell River), moved, — That the 15th Report of the Standing Committee on Citizenship and Immigration, presented on Wednesday, December 13, 2017, be concurred in. (Concurrence in Committee Reports No. 20)

Government Orders

The Order was read for the second reading and reference to the Standing Committee on Procedure and House Affairs of Bill C-76, An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments.

Mr. Brison (President of the Treasury Board) for Ms. Gould (Minister of Democratic Institutions), seconded by Mrs. Philpott (Minister of Indigenous Services), moved, — That the Bill be now read a second time and referred to the Standing Committee on Procedure and House Affairs.

Debate arose thereon.

Mr. Nater (Perth—Wellington), seconded by Mr. Albrecht (Kitchener—Conestoga), moved the following amendment, — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“the House decline to give second reading to Bill C-76, An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments, since the Bill fails to address the high error rate in the National Register of Electors, and the high rate of erroneous Voter Identification Cards, reported at 986,613 instances in the 2015 election, and does nothing to deal with foreign interference in Canadian elections because the Bill proposes to double the total maximum third party spending amount allowed during the writ period and to continue to allow unlimited contributions in the period prior to the pre-writ period.”.

Private Members' Business

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the consideration at report stage of Bill C-326, An Act to amend the Department of Health Act (drinking water guidelines), as reported by the Standing Committee on Health with amendments.

Mr. Scarpaleggia (Lac-Saint-Louis), seconded by Mr. Casey (Charlottetown), moved, — That the Bill, as amended, be concurred in at report stage.

The question was put on the motion and, pursuant to Standing Order 98(4), the recorded division was deferred until Wednesday, May 23, 2018, immediately before the time provided for Private Members' Business.

Motions

Pursuant to Standing Order 81(4)(a), the following motion, standing on the Order Paper in the name of Mr. Scheer (Leader of the Opposition), was deemed adopted, — That, pursuant to Standing Order 81(4)(a), all Votes related to the Department of Finance, and all Votes related to the Department of Citizenship and Immigration, in the Main Estimates for the fiscal year ending March 31, 2019, be referred to Committees of the Whole.

Accordingly, the said Votes were deemed withdrawn from the Standing Committees to which they were originally referred.
Messages from the Senate

Messages were received from the Senate as follows:

— ORDERED: That a message be sent to the House of Commons to acquaint that House of the following:
That the Senate agrees to amendments 1, 2 and 3 made by the House of Commons to the Senate’s amendments 6, 7(b) and 9, without amendment;
That the Senate insists on its amendment 7(c), because all regions of Canada should be treated equally, with fairness and respect. The House of Commons rejected the Senate amendment “because shippers in the Maritimes will continue to have access to other shipper remedies in the Act”. As the proposer of the Senate amendment pointed out in committee, this is unfair for the maritime region, since there are roads and therefore other modes of transportation in areas like Prince Rupert and northern Quebec where an exemption is provided;
That the Senate insists on its amendment 8, because this amendment entitles a shipper to obtain a determination of the railway’s cost of transporting its goods to assist an arbitrator in final offer arbitration to determine whether to select the offer of the carrier or the shipper. By declaring that final offer arbitration is a commercially based process and not cost-based, the House of Commons has removed that entitlement from the shipper; and
That the Senate does not insist on its amendments 1(a)(i), 1(a)(ii), 1(b), 3, 4, 5(a)(i), 5(a)(ii), 5(a)(iii), 5(b) and 10(a), to which the House of Commons has disagreed.

— ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate agrees to the amendments made by the House of Commons to Bill S-5, An Act to amend the Tobacco Act and the Non-smokers’ Health Act and to make consequential amendments to other Acts, without amendment.
