SECOND REPORT	DEUXIÈME RAPPORT
In accordance with its Order of Reference of Monday, February 21, 2000, your Committee has considered Bill C-23, An Act to modernize the Statutes of Canada in relation to benefits and obligations, and agreed on Thursday, March 23, 2000, to report it with the following amendments:	Conformément à son Ordre de renvoi du lundi 21 février 2000, votre Comité a étudié le projet de loi C-23, Loi visant à moderniser le régime d''avantages et d''obligations dans les Lois du Canada, et a convenu le jeudi 23 mars 2000, d'en faire rapport avec les amendements suivants:
New Clause 1.1	Nouvel Article 1.1
That Bill C-23 be amended by adding after line 5 on page 1 the following:	Que le projet de loi C-23 soit modifié par adjonction, après la ligne 5, page 1, de ce qui suit:
" INTERPRETATION 1.1 For greater certainty, the amendments made by this Act do not affect the meaning of the word "marriage", that is, the lawful union of one man and one woman to the exclusion of all others."	« RÈGLE D'INTERPRÉTATION 1.1 Il demeure entendu que les modifications que la présente loi apporte ne changent pas le sens du terme «mariage», soit l'union légitime d'un homme et d'une femme à l'exclusion de toute autre personne. »
Clause 145	Article 145
That Bill C-23, in Clause 145, be amended by replacing lines 8 to 14 on page 68 with the following:	Que le projet de loi C-23, à l'article 145, soit modifié par substitution, aux lignes 9 à 18, page 68, de ce qui suit:
"145. Where, but for the application of sections 130 to 142, paragraphs 56 (1) (b) and 60 (b) of the Income Tax Act would not apply to amounts paid and received pursuant to an order or a written agreement made before the coming into force of this section, those paragraphs do not apply unless the payor and the recipient of the amounts jointly elect to"	« 145. Dans le cas où, si ce n'était l'application des articles 130 à 142, les alinéas 56 (1) b) et 60 b) de la Loi de l'impôt sur le revenu ne s'appliqueraient pas aux montants payés et reçus conformément à une ordonnance ou à un accord écrit, établi avant l'entrée en vigueur du présent article, ces alinéas ne s'appliquent pas, à moins que le payeur et le destinataire des montants ne fassent conjointement le choix de les assujettir à l'application de ces alinéas pour »
Schedule 2	Annexe 2
That Bill C-23, in Schedule 2, be amended by replacing, in the English version, line 3 on page 154 with the following:	Que le projet de loi C-23, à l'annexe 2, soit modifié par substitution, dans la version anglaise, à la ligne 3, page 154, de ce qui suit:
"common-law partner" and "spouses or"	"common-law partner" and "spouses or"
Your Committee has ordered a reprint of Bill C-23, as amended, as a working copy for the use of the House of Commons at the report stage.	Votre Comité a ordonné la réimpression du projet de loi C-23, tel que modifié, pour servir de document de travail à la Chambre des communes à l'étape du rapport.
A copy of the relevant Minutes of Proceedings (Meetings Nos. 27 to 40) is tabled.	Un exemplaire des Procès-verbaux pertinent (réunions n^os 27 à 40) est déposé.
