to announce now that the Canadian combat mission in Kandahar will end in February 2009 in order to facilitate a replacement, and begin discussions with NATO and the Government of Afghanistan on what non-combat role Canada can play afterwards to aid in the reconstruction of Afghanistan,	à annoncer dès maintenant que la mission canadienne de combat à Kandahar prendra fin en février 2009 afin de faciliter l’organisation de la relève, et à entamer les pourparlers avec l’OTAN et avec le gouvernement afghan afin de déterminer quel rôle, autre qu’un rôle de combat, le Canada pourrait jouer après 2009 pour aider à la reconstruction de l’Afghanistan;
to end 18 months of inaction in the fight against poverty in Canada by building on the good work of the previous Liberal government that funded such initiatives as the Canada Child Tax Benefit, affordable housing, literacy, the Supporting Communities Partnership Initiative (SCPI) and the Working Income Tax Benefit, and	de mettre fin à 18 mois d’inaction dans la lutte contre la pauvreté au Canada en poursuivant les efforts du gouvernement libéral précédent, qui avait financé des initiatives comme la Prestation fiscale canadienne pour enfants, le logement abordable, l’alphabétisation, l’Initiative de partenariats en action communautaire ou encore la Prestation fiscale pour le revenu gagné; et

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Day (Minister of Public Safety), seconded by Ms. Finley (Minister of Citizenship and Immigration), Bill C-3, An Act to amend the Immigration and Refugee Protection Act (certificate and special advocate) and to make a consequential amendment to another Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation

(Pursuant to Standing Order 79(2))

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to amend the Immigration and Refugee Protection Act (certificate and special advocate) and to make a consequential amendment to another Act”.

Conformément aux articles 68(2) et 69(1) du Règlement, sur motion de M. Day (ministre de la Sécurité publique), appuyé par M^me Finley (ministre de la Citoyenneté et de l'Immigration), le projet de loi C-3, Loi modifiant la Loi sur l'immigration et la protection des réfugiés (certificat et défenseur) et une autre loi en conséquence, est déposé, lu une première fois, l'impression en est ordonnée et la deuxième lecture en est fixée à la prochaine séance de la Chambre.
