Pursuant to the order of reference of Wednesday, June 12, 2024, the committee resumed consideration of Bill C-277, An Act to establish a national strategy on brain injuries.

The witness made a statement and answered questions.

The committee commenced its clause-by-clause study of the Bill.

Pursuant to Standing Order 75(1), consideration of Clause 1 (short title) was postponed.

The Chair called Clause 2.

On Clause 2,

Yasir Naqvi moved, — That Bill C-277, in Clause 2, be amended by replacing line 13 on page 1 with the following:

“(2) The strategy may include measures designed to”

After debate, the question was put on the amendment of Yasir Naqvi and it was negatived on the following recorded division:

YEAS: Yasir Naqvi — 1;

NAYS: Todd Doherty, Stephen Ellis, Laila Goodridge, Brendan Hanley, Arielle Kayabaga, Alistair MacGregor, Rob Moore, Marcus Powlowski, Sonia Sidhu, Luc Thériault — 10.

Luc Thériault moved, — That Bill C-277, in Clause 2, be amended by replacing line 16 on page 1 with the following:

“(b) assist in identifying the training, education and guidance”

By unanimous consent, after debate, the question was put on the amendment of Luc Thériault and it was agreed to.

Yasir Naqvi moved, — That Bill C-277, in Clause 2, be amended by

(a) replacing lines 13 and 14 on page 2 with the following:

“(g) foster collaboration with national, provincial and local brain injury”

(b) replacing line 16 on page 2 with the following:

“velop enhanced and integrated mental”

(c) replacing lines 30 to 34 on page 2 with the following:

“(j) develop and publish online resources providing current facts, research and best practices related to brain injuries; and”

Debate arose thereon.

Alistair MacGregor moved, — That the amendment be amended:

(a) deleting paragraph (a)

(b) deleting paragraph (b)

(c) by replacing the words “and publish” in paragraph (c) with the words “, publish and maintain”

At 4:24 p.m., the meeting was suspended.

At 4:43 p.m., the meeting resumed.

After debate, the question was put on the subamendment of Alistair MacGregor and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

After debate, the question was put on the amendment of Yasir Naqvi, as amended, and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

Clause 2 carried.

On Clause 3,

Yasir Naqvi moved, — That Bill C-277, in Clause 3, be amended by replacing line 1 on page 3 with the following:

“3 (1) Within 18 months after the day on which this Act”

After debate, the question was put on the amendment of Yasir Naqvi and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

Clause 3 carried.

Clause 4 carried.

Clause 1, Short Title, carried.

The Title carried.

The Bill, as amended, was adopted.

ORDERED, — That the Chair report the Bill, as amended, to the House.

ORDERED, — That Bill C-277, as amended, be reprinted for the use of the House of Commons at report stage.
