Pursuant to Standing Order 108(2) and the motion adopted by the committee on Wednesday, November 8, 2023, the committee resumed its study of the opioid epidemic and toxic drug crisis in Canada.

The witnesses made statements and answered questions.

At 11:33 a.m., the meeting was suspended.

At 11:46 a.m., the meeting resumed.

Questioning of the witnesses resumed.

Motion

Stephen Ellis moved, — That, pursuant to Standing Order 108(2), given recent reports from the British Columbia coroner's service that the death rate from illicit drugs among women and girls is up 60% from four years ago, the committee extend its study on the opioid epidemic and toxic drug crisis in Canada for three additional meetings to deal specifically with the dramatic impact of the opioids crisis on women and children.

Debate arose thereon.

Amendment

Marcus Powlowski moved, — That the motion be amended by deleting the words “given recent reports from the British Columbia coroner's service that the death rate from illicit drugs among women and girls is up 60% from four years ago” and by adding after the words “in Canada for” the following: “up to”, and by adding at the end of the motion, the following : “the role of drug courts in addressing addiction and the use of mandatory treatment for mixed substance use and mental disorder cases”.

Debate arose thereon.

Subamendment

Laila Goodridge moved, — That the motion be amended by deleting the words “up to three” and by adding after the words “in Canada for” the following: “four”, and by adding at the end of the motion, the following : “and Indigenous people”.

Debate arose thereon.

The question was put on the subamendment of Laila Goodridge and it was negatived, by a show of hands: YEAS: 4; NAYS: 7.

The question was put on the amendment of Marcus Powlowski and it was agreed to, by a show of hands: YEAS: 10; NAYS: 0.

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 10; NAYS: 0.

On motion of Stephen Ellis, it was agreed, — That the proposed supplementary budget in the amount of $5000, for the study of the opioid epidemic and toxic drug crisis in Canada, be adopted.

At 1:40 p.m., the committee adjourned to the call of the Chair.
