Minutes of Proceedings
Rick Perkins moved, — That, given the Ethics Commissioner’s “Verschuren Report” finds that the former Chair of Sustainable Development Technology Canada broke the Conflict of Interest Act, the committee holds two meetings within four weeks of this motion being adopted and calls the following witnesses:
- the Conflict of Interest and Ethics Commissioner, Konrad W. von Finckenstein to appear for two hours;
- the former Chair of Sustainable Development Technology Canada and current Chair of MaRS, Annette Verschuren to appear for two hours.
Debate arose thereon.
René Villemure moved, — That the motion be amended by deleting the words “within four weeks of this motion being adopted”; and by adding after the words “Annette Verschuren, who will appear for two hours” the following: “; and that is it understood that the meetings on this matter will be held in priority to all other committee studies and that the committee will dedicate its first two meetings after Parliament resumes in September 2024 to hearing these witnesses”.
Debate arose thereon.
Pam Damoff moved, — That the amendment by amended by replacing the words “holds two meetings” with the words “holds one meeting”; by replacing the words “Konrad W. von Finckenstein to appear for two hours” with the words “Konrad W. von Finckenstein to appear for one hour”; by replacing the words “Annette Verschuren to appear for two hours” with the words “Annette Verschuren to appear for one hour”; by replacing the words “that the meetings” be replaced with the words “that the meeting”; and by replacing the words “its first two meetings” with the words “its first meeting”.
Debate arose thereon.
By unanimous consent, the subamendment was withdrawn.
Debate resumed on the amendment of René Villemure.
Pam Damoff moved, — That the amendment be amended by replacing the words “holds two meetings” with the words “holds one three-hour meeting”; by replacing the words “Konrad W. von Finckenstein to appear for two hours” with the words “Konrad W. von Finckenstein to appear for one hour”; by replacing the words “that the meetings” with the words “that the meeting”; and by replacing the words “its first two meetings” with the words “its first meeting”.
After debate, the question was put on the subamendment of Pam Damoff and it was agreed to on the following recorded division:
YEAS: Vance Badawey, Pam Damoff, Iqwinder Gaheer, Brian Masse, Charles Sousa, Ryan Turnbull, René Villemure — 7;
NAYS: Larry Brock, Michael Cooper, Bernard Généreux, Rick Perkins — 4.

The motion, as amended, reads as follows:
That, given the Ethics Commissioner’s “Verschuren Report” finds that the former Chair of Sustainable Development Technology Canada broke the Conflict of Interest Act, the committee holds one three-hour meeting and calls the following witnesses:
- the Conflict of Interest and Ethics Commissioner, Konrad W. von Finckenstein to appear for one hour;
- the former Chair of Sustainable Development Technology Canada and current Chair of MaRS, Annette Verschuren to appear for two hours; and
That it is understood that the meeting on this matter will be held in priority to all other committee studies and that the committee will dedicate its first meeting after Parliament resumes in September 2024 to hearing these witnesses.
At 6:10 p.m., the committee adjourned to the call of the Chair.
