Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mrs. Gagnon (Québec), seconded by Mr. Nunez (Bourassa), Bill C-277, An Act to amend the Criminal Code (circumcision of female persons), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS

Mr. Langlois (Bellechasse), seconded by Mr. Caron (Jonquière), moved, -- That this House denounces the government for its refusal to set up a Royal Commission of inquiry on the illegal activities of the Canadian Security Intelligence Service.

By unanimous consent, the motion was amended to read as follows:

``That this House denounces the government for its refusal to set up a Royal Commission of inquiry on the alleged illegal activities of the Canadian Security Intelligence Service.''

Debate arose thereon.

The attention of the Speaker was drawn to the lack of quorum.

Accordingly, a count of the House was taken and there were less than twenty members present.

At 12:51 p.m., pursuant to Standing Order 29(3), the Bells were sounded to call in the Members.

At 12:52 p.m., a quorum was found and the Speaker ordered the ringing of the Bells stopped.
