Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Ménard (Hochelaga -- Maisonneuve), seconded by Mr. Dumas (Argenteuil -- Papineau), Bill C-287, An Act to amend the Department of Labour Act (eligibility for assistance for long-service employees), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS

Mr. Guimond (Beauport -- Montmorency -- Orléans), seconded by Mr. Mercier (Blainville -- Deux-Montagnes), moved, -- That this House condemn the government's lack of action and transparency with respect to the proposed restructuring of Canada's rail system, the gradual abandonment of regional services by CN, CP and VIA, especially in Quebec, and the government's lack of vision with respect to high-speed trains.

At 5:30 p.m., pursuant to Order made Thursday, November 3, 1994, the House resumed consideration of the motion of Mr. Dupuy (Minister of Canadian Heritage), seconded by Mr. Gerrard (Secretary of State (Science, Research and Development)), -- That Bill C-53, An Act to establish the Department of Canadian Heritage and to amend and repeal certain other Acts, be now read a second time and referred to the Standing Committee on Canadian Heritage.

The House proceeded to the taking of the deferred recorded division on the amendment of Mrs. Tremblay (Rimouski -- Témiscouata), seconded by Mrs. Gagnon (Québec), -- That the motion be amended by striking out all the words after the word ``That'' and substituting the following:

    ``Bill C-53, An Act to establish the Department of Canadian Heritage and to amend and repeal certain other Acts, be not now read a second time but that the Order be discharged, the Bill withdrawn and the subject-matter thereof referred to the Standing Committee on Canadian Heritage.''

PRIVATE MEMBERS' BUSINESS

Mr. Lee (Scarborough -- Rouge River), seconded by Mr. Wappel (Scarborough West), moved, -- That, in the opinion of this House, the government should amend the Canadian Security Intelligence Service Act to authorize the Security Intelligence Review Committee to review the operations of the Communications Security Establishment (CSE). (Private Members' Business M-38)

Mr. Langlois (Bellechasse), seconded by Mr. Bellehumeur (Berthier -- Montcalm), moved the following amendment, -- That the motion be amended by adding after the words ``Establishment (CSE)'' the following:

    ``and to table an annual report in the House on the aforementioned activities.''

Pursuant to Standing Order 93, the time provided for consideration of Private Members' Business expired and the Order was dropped to the bottom of the order of precedence on the Order Paper.

MESSAGES FROM THE SENATE

A Message was received from the Senate as follows:
