PRIVATE MEMBERS' BUSINESS

At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Assadourian (Don Valley North), seconded by Mrs. Bakopanos (Saint-Denis), moved, -- That, in the opinion of this House, the government should designate the period from April 20 to 27 of each year, as the week in which we commemorate the issue of Man's Inhumanity to His Fellow Man to remind Canadians that the use of genocide and violence as an instrument of national policy by any nation or group at any time is a crime against all Mankind which must be condemned and not forgotten. (Private Members' Business M-282)

Debate arose thereon.

Mr. Daviault (Ahuntsic), seconded by Mr. Chrétien (Frontenac), moved the following amendment, -- That the motion be amended by adding after the word ``government'' the following:

    ``, on the occasion of the 80th anniversary of the Armenian genocide,''.

Debate arose thereon.

Pursuant to Standing Order 96(1), the time provided for consideration of Private Members' Business expired and the Order was dropped from the Order Paper.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), -- That Bill C-76, An Act to implement certain provisions of the budget tabled in Parliament on February 27, 1995, be now read a second time and referred to the Standing Committee on Finance;

And of the amendment of Mr. Loubier (Saint-Hyacinthe -- Bagot), seconded by Mr. Godin (Châteauguay), -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``Bill C-76, An Act to implement certain provisions of the budget tabled in Parliament on February 27, 1995, be not now read a second time but that it be read a second time this day six months hence.''

The debate continued.

Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 71st Report of the Committee, which was as follows:

      Pursuant to Standing Order 104, the Committee recommends that the following Member be added to the list of Associate Members of the Standing Committee on Foreign Affairs and International Trade: St. Denis.

A copy of the relevant Minutes of Proceedings and Evidence (Issue No. 48, which includes this Report) was tabled.
