At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.
The Order was read for the second reading and reference to the Standing Committee on Health of Bill C-284, An Act to amend the Canada Health Act (conditions for contributions).
Mr. Blaikie (Winnipeg Transcona), seconded by Mr. Keyes (Hamilton West), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Health.
Debate arose thereon.
Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.

GOVERNMENT ORDERS
The Order was read for the consideration at report stage of Bill C-7, An Act respecting the control of certain drugs, their precursors and other substances and to amend certain other Acts and repeal the Narcotic Control Act in consequence thereof, as reported by the Standing Committee on Health with amendments.
By unanimous consent, Mr. Hill (Macleod), seconded by Mr. Benoit (Vegreville), moved, -That Bill C-7, in Clause 60, be amended by replacing lines 13 to 15, on page 44, with the following:
-
``portion of an item, after the Governor in Council has consulted with
those persons who will be directly affected by the amendment.''
Debate arose thereon.
The question was put on the motion and it was negatived on division.
Mr. Dingwall (Minister of Public Works and Government Services and Minister for the Atlantic Canada Opportunities Agency) for Ms. Marleau (Minister of Health), seconded by Mr. Gerrard (Secretary of State (Science, Research and Development)), moved, -- That the Bill, as amended, be concurred in at report stage.
The question was put on the motion and it was agreed to on division.
Accordingly, the Bill, as amended, was concurred in at report stage.
