Tabling of Documents

Pursuant to Standing Order 79(3), the Speaker read a message from His Excellency the Governor General, presented by Mr. Eggleton (President of the Treasury Board).

Message on Estimates

    His Excellency the Governor General transmits to the House of Commons Supplementary Estimates (A) of sums required for the service of Canada for the fiscal year ending on March 31, 1996, and, in accordance with section 54 of the Constitution Act, 1867, recommends these Estimates to the House of Commons.

Accordingly, the document entitled ``Supplementary Estimates (A), 1995-96'' was laid upon the Table. -- Sessional Paper No. 8520-351-165.

Pursuant to Standing Order 32(2), Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons) laid upon the Table, -- Government responses, pursuant to Standing Order 36(8), to the following petitions:

(1) Nos. 351-3873 and 351-3890 concerning the income tax system. -- Sessional Paper No. 8545-351-24Q;

By unanimous consent, Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Rideout (Parliamentary Secretary to the Minister of Natural Resources), moved, -- That the House, pursuant to Standing Order 119.1(1), authorise the Standing Committee on Industry to televise its meetings with banks and other lenders during the week of November 6th, 1995, in accordance with the guidelines pertaining to televising Committee proceedings.

    Q-223-Mr. Frazer (Saanich -- Gulf Islands) -- Concerning the Department of National Defence and appeals of Court Martial decisions it has initiated for the period of January 1970 through June 1995, a) by year, how many appeals of Court Martial decisions has the Department of National Defence initiated during the period specified, b) what are the details, including names and dates, of those Courts Marital which were appealed by the Department of National Defence, c) what was the initial Court Martial verdict and sentence in each case, d) for what reason did the Department of National Defence appeal each Court Martial decision during the years specified, e) what was the final outcome in each of the Court Martial appeals initiated by the Department of National Defence?

GOVERNMENT ORDERS

The Order was read for the third reading of Bill C-61, An Act to establish a system of administrative monetary penalties for the enforcement of the Canada Agricultural Products Act, the Feeds Act, the Fertilizers Act, the Health of Animals Act, the Meat Inspection Act, the Pest Control Products Act, the Plant Protection Act and the Seeds Act.

Mr. Goodale (Minister of Agriculture and Agri-Food), seconded by Mr. Robichaud (Secretary of State (Agriculture and Agri-Food, Fisheries and Oceans)), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

The question was put on the motion and, pursuant to Standing Order 45, the recorded division was deferred until Thursday, November 2, 1995, at 10:00 a.m.


The House resumed consideration of the motion of Mr. Manley (Minister of Industry), seconded by Mr. Young (Minister of Transport), -- That Bill C-88, An Act to implement the Agreement on Internal Trade, be now read a second time and referred to the Standing Committee on Industry.

PRIVATE MEMBERS' BUSINESS

The Order was read for the second reading and reference to the Standing Committee on Natural Resources of Bill C-339, An Act to provide for funding for intervenors in hearings before certain boards and agencies.

Mr. Finlay (Oxford), seconded by Mr. Taylor (The Battlefords -- Meadow Lake), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Natural Resources.
