Pursuant to Standing Order 32(2), Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons) laid upon the Table, -- Government responses, pursuant to Standing Order 36(8), to the following petitions:

(1) Nos. 351-3936 and 351-3938 concerning the Income Tax System.

Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Mrs. Bakopanos (Saint-Denis) presented the Report of the Canadian Delegation of the NATO Parliamentary Association respecting its participation at the 41st Annual Session of the North Atlantic Assembly held in Turin, Italy, from October 5 to 9, 1995. -- Sessional Paper No. 8565-351-501.

Presenting Reports from Committees

Mr. Simmons (Burin-St. George's), from the Standing Committee on Health, presented the 6th Report of the Committee (Votes 1a, 5a, 10a, 20a, and 25a under HEALTH-Supplementary Estimates (A) 1995-96).

A copy of the relevant Minutes of Proceedings (Issue No. 33, which includes this Report) was tabled.

Mr. Bonin (Nickel Belt), from the Standing Committee on Aboriginal Affairs and Northern Development, presented the 10th Report of the Committee (Bill C-107, An Act respecting the establishment of the British Columbia Treaty Commission, without amendment). -- Sessional Paper No. 8510-351-167.

A copy of the relevant Minutes of Proceedings and Evidence (Issue No. 34, which includes this Report) was tabled.

Motions

Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Lavigne (Verdun -- Saint-Paul), moved -- That the Standing Committee on Finance, or any of its sub-committees, be authorized to adjourn from place to place within Canada during the week commencing November 27, 1995, to hold pre-budget consultations, and that the necessary staff accompany the committee.

The question was put on the motion and it was agreed to.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Harper (Simcoe Centre), one concerning the parole system (No. 351-4073) and one concerning the Canadian Human Rights Act (No. 351-4074):

-- by Mr. Kilger (Stormont -- Dundas), one concerning the St. Lawrence Seaway Authority (No. 351-4075);

-- by Mr. Szabo (Mississauga South), one concerning the income tax system (No. 351-4076).

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Breitkreuz (Yorkton -- Melville), seconded by Mr. Forseth (New Westminster -- Burnaby), moved, -- That this House condemn the government for failing to make progress in reforming the criminal justice system in terms of introducing measures to ensure that the rights of the victim are protected and that these rights supersede the rights of the criminal and in terms of changing the name of the week of November 19 to 26 from Prisoners' Week to Victims' Rights Week.

Debate arose thereon.

Pursuant to Standing Order 81(19), the proceedings expired.

PRIVATE MEMBERS' BUSINESS

At 5:30, pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Procedure and House Affairs of Bill C-314, An Act to amend the Parliament of Canada Act (other pension income).

Mr. Solomon (Regina -- Lumsden), seconded by Mr. Althouse (Mackenzie), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Procedure and House Affairs.

Debate arose thereon.

Pursuant to Standing Order 96(l ), the Order was dropped from the Order Paper.

MESSAGES FROM THE SENATE

A Message was received from the Senate as follows:

    ORDERED: That a Message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-68, An Act respecting firearms and other weapons, without amendment.
