Mr. Lebel (Chambly), from the Standing Joint Committee on the Scrutiny of Regulations, presented the 1st Report of the Committee (Government Regulatory Process). -- Sessional Paper No. 8510-351-2.
A copy of the relevant Minutes of Proceedings and Evidence (Issue No. 1 which includes this Report) was tabled.
Motions
By unanimous consent, Mr. Lebel (Chambly), seconded by Mr. Boudria (Glengarry -- Prescott -- Russell), moved, -- That the 1st Report of the Standing Joint Committee on the Scrutiny of Regulations, presented earlier today, be concurred in.
The question was put on the motion and it was agreed to.
Introduction of Private Members' Bills
By unanimous consent, pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Nunziata (York South -- Weston), seconded by Mr. Breitkreuz (Yorkton -- Melville), Bill C-226, An Act to amend the Criminal Code, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
Presenting Petitions
Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:
-- by Mr. Duhamel (St. Boniface), one concerning health care services (No. 351-0140);
-- by Mr. Lavigne (Verdun -- Saint-Paul), two concerning the Canada Post Corporation (Nos. 351-0141 and 351-0142);

GOVERNMENT ORDERS
The Order was read for the consideration of the Business of Supply.
Ms. Meredith (Surrey -- White Rock -- South Langley), seconded by Mr. Hermanson (Kindersley -- Lloydminster), moved, -- That this House condemn the government for its inaction with regard to the reform of the Criminal Justice system in particular its allowance of the rights of criminals to supersede those of the victim.
Debate arose thereon.

The Order was read for the second reading and reference to the Standing Committee on Citizenship and Immigration of Bill C-219, An Act to amend the Immigration Act (visitors' visas).
Mr. Lee (Scarborough -- Rouge River), seconded by Mr. Assadourian (Don Valley North), moved, -- That the Bill be now read a second time and referred to the Standing Committtee on Citizenship and Immigration.
Debate arose thereon.
Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.

At 6:18 p.m., by unanimous consent, the question ``That this House do now adjourn'' was deemed to have been proposed pursuant to Standing Orders 33(2) and 38(1).
