Mr. Massé (President of the Queen's Privy Council for Canada), for Mr. Martin (Minister of Finance), seconded by Mr. Walker (Parliamentary Secretary to the Minister of Finance), moved, -- That the Bill be now concurred in at the report stage.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was concurred in at report stage.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Gray (Leader of the Government in the House of Commons), seconded by Ms. McLellan (Minister of Natural Resources), Bill C-18, An Act to suspend the operation of the Electoral Boundaries Readjustment Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

    His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act to suspend the operation of the Electoral Boundaries Readjustment Act''.

PRIVATE MEMBERS' BUSINESS

At 1:55 p.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.

Mr. Plamondon (Richelieu), seconded by Mr. Chrétien (Frontenac), moved, -- That, in the opinion of this House, the government should bring in legislation limiting solely to individuals the right to donate to a federal political party, and restricting such donations to a maximum of $5,000 a year. (Private Members' Business M-150)

Debate arose thereon.

Pursuant to Standing Order 93, the time provided for consideration of Private Members' Business expired and the Order was dropped to the bottom of the order of precedence on the Order Paper.
