The House resumed debate on the motion of Mr. Young (Minister of Transport), seconded by Mr. Irwin (Minister of Indian Affairs and Northern Development), -- That Bill C-22, An Act respecting certain agreements concerning the redevelopment and operation of Terminals 1 and 2 at Lester B. Pearson International Airport, be now read a second time and referred to the Standing Committee on Transport.
And on the amendment of Mr. Bouchard (Leader of the Opposition), seconded by Mr. Guimond (Beauport -- Montmorency -- Orléans), -- That the motion be amended by striking out all the words after the word ``That'' and substituting the following:
-
``this House declines to give second reading to Bill C-22, An Act
respecting certain agreements concerning the redevelopment and
operation of Terminals 1 and 2 at Lester B. Pearson International
Airport, because the principle of the Bill is flawed due to the fact
that it contains no provisions aimed at making the work done by
lobbyists more transparent.''
And on the sub-amendment of Mr. Harper (Simcoe Centre), seconded by Mr. Hanrahan (Edmonton -- Strathcona), -- That the amendment be amended by adding after the word ``lobbyists'' the following:
-
``in Canada''.
