Pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Justice and Legal Affairs of Bill C-217, An Act to amend the Young Offenders Act, the Contraventions Act and the Criminal Code in consequence thereof.

Mr. Nunziata (York South -- Weston), seconded by Mr. Crawford (Kent), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Legal Affairs.

Debate arose thereon.

Pursuant to Standing Order 96(1), the time provided for consideration of Private Members' Business expired and the Order was dropped from the Order Paper.

GOVERNMENT ORDERS

The House resumed debate on the motion of Mr. Young (Minister of Transport), seconded by Mr. Irwin (Minister of Indian Affairs and Northern Development), -- That Bill C-22, An Act respecting certain agreements concerning the redevelopment and operation of Terminals 1 and 2 at Lester B. Pearson International Airport, be now read a second time and referred to the Standing Committee on Transport.

And on the amendment of Mr. Bouchard (Leader of the Oppo- sition), seconded by Mr. Guimond (Beauport -- Montmorency -- Orléans), -- That the motion be amended by striking out all the words after the word ``That'' and substituting the following:

``this House declines to give second reading to Bill C-22, An Act respecting certain agreements concerning the redevelopment and operation of Terminals 1 and 2 at Lester B. Pearson International Airport, because the principle of the Bill is flawed due to the fact that it contains no provisions aimed at making the work done by lobbyists more transparent.''

And on the sub-amendment of Mr. Harper (Simcoe Centre), seconded by Mr. Hanrahan (Edmonton -- Strathcona), -- That the amendment be amended by adding after the word ``lobbyists'' the following:

``in Canada''.

The question was put on the sub-amendment and, pursuant to Standing Order 45(5)(a), the recorded division was deferred until Tuesday, May 3, 1994, at 3:00 p.m.

MOTIONS

By unanimous consent, it was ordered, -- That, on Tuesday, May 3, 1994, a period of time corresponding to the time taken for the recorded division relating to Bill C-22, An Act respecting certain agreements concerning the redevelopment and operation of Terminals 1 and 2 at Lester B. Pearson International Airport, be added to the time provided for the consideration of the Business of Supply.

Ms. Copps (Minister of the Environment), seconded by Mr. Collenette (Minister of National Defence), moved, -- That the Bill be now read a second time and referred to the Standing Committee on the Environment and Sustainable Development.
