DAILY ROUTINE OF BUSINESS

Presenting Reports from Committees

Mr. Discepola (Vaudreuil), for Mr. Peterson (Willowdale), from the Standing Committee on Finance, presented the 5th Report of the Committee which was as follows:

In accordance with its Order of Reference of Thursday, April 21, 1994, your Committee has considered Bill S-2, An Act to implement a convention between Canada and the Republic of Hungary, an agreement between Canada and the Federal Republic of Nigeria, an agreement between Canada and the Republic of Zimbabwe, a convention between Canada and the Argentine Republic and a protocol between Canada and the Kingdom of the Netherlands for the avoidance of double taxation and the prevention of fiscal evasion with respect to income taxes and to make related amendments to other Acts and has agreed to report it without amendment.

A copy of the Minutes of Proceedings and Evidence relating to this Bill (Issue No. 45 which includes this Report) was tabled.

Motions

By unanimous consent, it was ordered, -- That the Sub- Committee on the St. Lawrence Seaway of the Standing Committee on Transport be authorized to travel to Quebec City from May 23 to 25, 1994; to St. Catharines and Thunder Bay from May 31 to June 3, 1994; and to Washington, D.C., from June 6 to 7, 1994, for the purpose of holding informal hearings on the viability of the St. Lawrence Seaway, and that the necessary staff do accompany the Sub-Committee.

By unanimous consent, Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Robichaud (Secretary of State (Parliamentary Affairs)), moved, -- That one researcher from the Standing Committee on Transport be authorized to attend the Canadian Transportation Research Forum in Victoria, B.C., from May 15 to 18, 1994.

The question was put on the motion and it was agreed to.

Presenting Petitions

GOVERNMENT ORDERS

The Order was read for consideration of the Business of Supply.

Mr. Forseth (New Westminster -- Burnaby), seconded by Mr. Abbott (Kootenay East), moved, -- That this House urge the government to respond to the evident lack of confidence that has arisen from Canadians over the Young Offenders Act, and recommend modification to the definition of ``young person'' in Section 2(1) of the Act to mean a person to be ten years of age or more, but under sixteen years of age.

MOTIONS

By unanimous consent, Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Boudria (Glengarry -- Prescott -- Russell), moved, -- That, pursuant to Standing Order 108(2), concerning forestry practices in Canada and clear-cutting, the House authorize the Standing Committee on Natural Resources to travel from May 23 to 26, 1994, to British Columbia and Alberta and in Ontario, Quebec and New Brunswick on May 30 and 31, 1994, and that the necessary staff do accompany the Committee.

ROYAL ASSENT

The Speaker informed the House that the Honourable Deputy Governor General will proceed to the Senate Chamber today at 5:40 p.m., for the purpose of giving Royal Assent to certain Bills.

A Message was received from the Honourable Peter deC. Cory, Puisne Judge of the Supreme Court of Canada, in his capacity as Deputy Governor General, desiring the immediate attendance of the House in the Senate.

Accordingly, the Speaker, with the House, proceeded to the Senate.

The Commons returned to the Chamber.

Whereupon, the Speaker reported that, when the Commons had been in the Senate, the Honourable Deputy Governor General was pleased to give, in Her Majesty's name, the Royal Assent to the following Bills:
