The Order was read for the second reading and reference to the Standing Committee on Human Resources Development of Bill C-28, An Act respecting the making of loans and the provision of other forms of financial assistance to students, to amend and provide for the repeal of the Canada Student Loans Act, and to amend one other Act in consequence thereof.

Pursuant to Standing Order 45(5)(a), the House proceeded to the deferred division on the motion of Mr. Forseth (New Westminster -- Burnaby), seconded by Mr. Abbott (Kootenay East), -- That this House urge the government to respond to the evident lack of confidence that has arisen from Canadians over the Young Offenders Act, and recommend modification to the definition of ``young person'' in Section 2(1) of the Act to mean a person to be ten years of age or more, but under sixteen years of age.
