Motions

By unanimous consent, it was ordered, -- That the Committee Room Assignment System contained in the 28th Report of the Standing Committee on Procedure and House Affairs and adopted by the House on Monday, September 19, 1994, come into effect on Monday, October 3, 1994.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

Questions on Order Paper

Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answers to questions Q-33, Q-66, Q-68 and Q-70 on the Order Paper.

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Justice and Legal Affairs of Bill C-45, An Act to amend the Corrections and Conditional Release Act, the Criminal Code, the Criminal Records Act, the Prisons and Reformatories Act and the Transfer of Offenders Act.

Pursuant to Standing Order 73(1), Mr. Gray (Solicitor General of Canada), seconded by Mr. Chan (Secretary of State (Asia-Pacific)), moved, -- That the Bill be referred forthwith to the Standing Committee on Justice and Legal Affairs.

Debate arose thereon.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was referred to the Standing Committee on Justice and Legal Affairs.


The Order was read for the second reading and reference to the Standing Committee on Justice and Legal Affairs of Bill C-41, An Act to amend the Criminal Code (sentencing) and other Acts in consequence thereof.

Mr. Rock (Minister of Justice), seconded by Mr. MacAulay (Secretary of State (Veterans)), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Legal Affairs.

Debate arose thereon.

VACANCIES

The Speaker informed the House that a vacancy had occurred in the representation in the House of Commons for the Electoral District of Brome -- Missisquoi, in the Province of Québec, by reason of the death of Mr. Gaston Péloquin, and that, pursuant to subsection 28(1) of the Parliament of Canada Act, he had addressed on Tuesday, September 20, 1994, his warrant to the Chief Electoral Officer for the issue of a writ for the election of a member to fill the vacancy.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Rock (Minister of Justice), seconded by Mr. MacAulay (Secretary of State (Veterans)), -- That Bill C-41, An Act to amend the Criminal Code (sentencing) and other Acts in consequence thereof, be now read a second time and referred to the Standing Committee on Justice and Legal Affairs.

The debate continued.

MOTIONS

By unanimous consent, it was ordered, -- That on Wednesday, September 21, 1994, the House shall continue to sit from 6:30 to 8:30 p.m. for the purpose of considering Government Business No. 14;

Provided that proceedings pursuant to Standing Order 38 shall be taken up at 8:30 p.m.; and

Provided that no dilatory motions or quorum calls shall be receivable after 6:30 p.m. on that day.

The debate continued.

Pursuant to Standing Order 93, the time provided for consideration of Private Members' Business expired and the Order was dropped to the bottom of the order of precedence on the Order Paper.
