Presenting Reports from Inter-parliamentary Delegations

Mr. LeBlanc (Cape Breton Highlands -- Canso), pursuant to Standing Order 34(1), presented the report of the Canadian Delegation of the Canada-Europe Parliamentary Association concerning its participation at the Third Annual Parliamentary Assembly of the Conference on Security and Cooperation in Europe (CSCE) held in Vienna, Austria, from July 4 to 8, 1994. -- Sessional Paper No. 8565-351-51E.


Mr. Rompkey (Labrador), pursuant to Standing Order 34(1), presented the Third Report of the Canadian NATO Parliamentary Association concerning its participation at the Spring Session of the North Atlantic Assembly (NAA) held in Olso, Norway, from May 26 to 30, 1994. -- Sessional Paper No. 8565-351-50B.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. White (North Vancouver), seconded by Mr. Hill (Macleod), Bill C-267, An Act to amend the Canada Elections Act (election expenses), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. White (North Vancouver), seconded by Mr. Ringma (Nanaimo -- Cowichan), Bill C-268, An Act to promote the use of plain language in federal statutes and regulations, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Szabo (Mississauga South), seconded by Mrs. Terrana (Vancouver East), Bill C-269, An Act to amend the Canada Pension Plan (income transferred to spouse), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Solomon (Regina -- Lumsden), seconded by Mr. Riis (Kamloops), Bill C-270, An Act to amend the Members of Parliament Retiring Allowances Act (money purchase pension), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Hill (Prince George -- Peace River), seconded by Mr. Scott (Skeena), Bill C-271, An Act to amend the Yukon First Nations Land Claims Settlement Act (Interpretation), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motions

By unanimous consent, it was ordered, -- That the Order of the House of Wednesday, February 23, 1994, respecting the Special Joint Committee on Canada's Defence Policy be amended by adding thereto the following:

      ``That, notwithstanding the usual practices of this House, substitution in the membership of the Committee shall be in accordance with Standing Order 114(2).''

and that a message be sent to the Senate to acquaint their Honours thereof.

By unanimous consent, it was ordered, -- That the Order of the House of Wednesday, March 16, 1994, respecting the Special Joint Committee on Canada's Foreign Policy be amended by adding thereto the following:

      ``That, notwithstanding the usual practices of this House, substitution in the membership of the Committee shall be in accordance with Standing Order 114(2).''

GOVERNMENT ORDERS

Mr. Ouellet (Minister of Foreign Affairs), seconded by Mrs. Stewart (Secretary of State (Latin America and Africa)), moved, -- That this House take note of Canada's current and future international peacekeeping commitments in the world, with particular reference to the former Yugoslavia, Haiti and Rwanda. PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Justice and Legal Affairs of Bill C-215, An Act to amend the Criminal Code (aiding suicide).

Mr. Robinson (Burnaby -- Kingsway), seconded by Ms. McLaughlin (Yukon), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Legal Affairs.

Debate arose thereon.

Pursuant to Standing Order 96(1), the time provided for consideration of Private Members' Business expired and the Order was dropped from the Order Paper.

GOVERNMENT ORDERS

At 6:30 p.m., pursuant to Order made Tuesday, September 20, 1994, the House resumed consideration of the motion concerning Canada's peacekeeping commitments. (Government Business No. 14)
