Tabling of Documents

Presenting Reports from Committees

Mr. Simmons (Burin -- St. George's), from the Standing Committee on Health, presented the 3rd Report of the Committee (Bill C-202, An Act respecting a National Organ Donor Day in Canada, without amendment). -- Sessional Paper No. 8510-352-54.

Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 45th Report of the Committee (Bill C-63, An Act to amend the Canada Elections Act and the Referendum Act, with amendments). -- Sessional Paper No. 8510-352-55.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Lefebvre (Champlain), two concerning the Senate (Nos. 352-1266 and 352-1267).

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Industry of Bill C-66, An Act to amend the Canada Labour Code (Part I) and the Corporations and Labour Unions Returns Act and to make consequential amendments to other Acts.

Pursuant to Standing Order 73(1), Mr. Gagliano (Minister of Labour), seconded by Mr. MacAulay (Secretary of State (Veterans)(Atlantic Canada Opportunities Agency)), moved, -- That the Bill be referred forthwith to the Standing Committee on Industry.

Debate arose thereon.

The question was put on the amendment and, pursuant to Standing Order 45, the recorded division was deferred until Wednesday, November 20, 1996 at the expiry of the time provided for Government Orders.


The Order was read for the consideration of amendments made by the Senate to Bill C-42, An Act to amend the Judges Act and to make consequential amendments to another Act.

Mr. Peters (Secretary of State (International Financial Institutions)) for Mr. Rock (Minister of Justice and Attorney General of Canada), seconded by Mr. Gerrard (Secretary of State (Science, Research and Development) (Western Economic Diversification)), moved, -- That the amendments made by the Senate to Bill C-42, An Act to amend the Judges Act and to make consequential amendments to another Act, be now read a second time and concurred in.

Debate arose thereon.

Mr. Williams (St. Albert), seconded by Mr. Ramsay (Crowfoot), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``a Message be sent to the Senate to acquaint their Honours that the House disagrees with the amendments made by the Senate to Bill C-42, An Act to amend the Judges Act and to make consequential amendments to another Act, since Amendment 1 places the Chairman of the Judicial Council in a conflict of interest and Amendment 2 has negatived the original intent of Bill C-42 to amend public policy and now introduces a waiver to s. 55 of the Judges Act for Madam Justice Louise Arbour which according to the House of Commons' rules and practices is properly the subject matter of a Private Bill and thus should not be inserted in a Public Bill.''

    ``Bill C-62 be not now read a second time but that the Order be discharged, the Bill withdrawn and the subject-matter thereof referred to the Standing Committee on Fisheries and Oceans.''

NOTICE OF MOTION

Mr. Gagliano (Minister of Labour) gave notice of the intention to move a motion at the next sitting of the House, pursuant to Standing Order 78(3), for the purpose of allotting a specified number of days or hours for the consideration and disposal of the third reading of Bill C-29, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Mifflin (Minister of Fisheries and Oceans), seconded by Ms. McLellan (Minister of Natural Resources), -- That Bill C-62, An Act respecting fisheries, be now read a second time and referred to the Standing Committee on Fisheries and Oceans;

PRIVATE MEMBERS' BUSINESS

At 5:32 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Justice and Legal Affairs of Bill C-284, An Act to amend An Act for the Recognition and Protection of Human Rights and Fundamental Freedoms and to amend the Constitution Act, 1867.

Mr. Breitkreuz (Yorkton -- Melville), seconded by Mr. Gilmour (Comox -- Alberni), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Legal Affairs.

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.
