NAMING OF A MEMBER

Mr. White (Fraser Valley West) was named by the Speaker for disregarding the authority of the Chair and, pursuant to Standing Order 11(1)(a), the Speaker ordered the Honourable Member to withdraw from the House for the remainder of today's sitting.

Whereupon, the Honourable Member withdrew from the House.

Presenting Reports from Committees

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Hanger (Calgary Northeast), seconded by Mr. Breitkreuz (Yellowhead), Bill C-272, An Act to amend the Criminal Code (no parole when imprisoned for life), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Hanger (Calgary Northeast), seconded by Mr. Breitkreuz (Yellowhead), Bill C-273, An Act to amend the Criminal Code (violent crimes), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

NOTICE OF MOTIONS

Mr. Young (Minister of Human Resources Development) gave notice of intention to move a motion at the next sitting of the House, pursuant to Standing Order 78(3), for the purpose of allotting a specified number of days or hours for the consideration and disposal of the committee stage of Bill C-12, An Act respecting employment insurance in Canada.

A Message was received from the Senate informing this House that the Senate has passed the following Bill to which the concurrence of the House is desired:

S-2, An Act to amend the Canadian Human Rights Act (sexual orientation).

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Finance of Bill C-31, An Act to implement certain provisions of the budget tabled in Parliament on March 6, 1996.

Mr. Massé (President of the Treasury Board) for Mr. Martin (Minister of Finance), seconded by Ms. McLellan (Minister of Natural Resources), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Finance.

Debate arose thereon.

NOTICE OF MOTIONS

Mr. Manley (Minister of Industry, Minister for the Atlantic Canada Opportunities Agency and Minister of Western Economic Diversification) gave notice of intention to move a motion at the next sitting of the House, pursuant to Standing Order 78(3), for the purpose of allotting a specified number of days or hours for the consideration and disposal of the second reading stage of Bill C-31, An Act to implement certain provisions of the budget tabled in Parliament on March 6, 1996.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Ms. McLellan (Minister of Natural Resources), -- That Bill C-31, An Act to implement certain provisions of the budget tabled in Parliament on March 6, 1996, be now read a second time and referred to the Standing Committee on Finance.

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Human Resources Development of Bill C-219, An Act to amend the Canada Labour Code (severance pay).

Mr. Morrison (Swift Current -- Maple Creek -- Assiniboia), seconded by Mr. Breitkreuz (Yellowhead), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Human Resources Development.

Debate arose thereon.

By unanimous consent, it was ordered, -- That Bill C-219, An Act to amend the Canada Labour Code (severance pay), be not now read a second time but that the Order be discharged, the Bill withdrawn and the subject-matter thereof referred to the Standing Committee on Human Resources Development.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.

MESSAGES FROM THE SENATE

Messages were received from the Senate as follows:

ORDERED: That the Standing Joint Committee on the Library of Parliament be authorized to examine the expenditures set out in Parliament Vote 10 of the Estimates for the fiscal year ended the 31st March, 1997.

ORDERED: That the Standing Joint Committee on Official Languages be authorized to examine the expenditures set out in Privy Council Vote 25 of the Estimates for the fiscal year ended the 31st March, 1997.

ORDERED: That the Standing Joint Committee on Official Languages have the power to sit during sittings and adjournments of the Senate.
