The Order was read for the second reading and reference to the Standing Committee on Justice and Legal Affairs of Bill C-45, An Act to amend the Criminal Code (judicial review of parole ineligibility) and another Act.

A notice of Royal Recommendation was given on Wednesday, June 12, 1996, by the Minister of Justice, as follows:

(Pursuant to Standing Order 79(2))

    His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act to amend the Criminal Code (high risk offenders), the Corrections and Conditional Release Act, the Criminal Records Act, the Prisons and Reformatories Act and the Department of the Solicitor General Act."

Mr. Rock (Minister of Justice), seconded by Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Legal Affairs.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Gagliano (Minister of Labour and Deputy Leader of the Government in the House of Commons) for Mr. Dingwall (Minister of Health), seconded by Mr. Axworthy (Minister of Foreign Affairs), Bill C-47, An Act respecting human reproductive technologies and commercial transactions relating to human reproduction, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Gagliano (Minister of Labour and Deputy Leader of the Government in the House of Commons) for Mr. Rock (Minister of Justice), seconded by Mr. Massé (President of the Treasury Board), Bill C-48, An Act to amend the Federal Court Act, the Judges Act and the Tax Court of Canada Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

By unanimous consent, it was ordered, -- That the Vice- Chair of the Standing Committee on Transport and one researcher be authorized to travel to Chicago on June 18, 1996, to gather information on the creation of a bi-national structure for the St. Lawrence Seaway.

PRIVATE MEMBERS' BUSINESS

At 1:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Ms. Meredith (Surrey -- White Rock -- South Langley), seconded by Mr. Ramsay (Crowfoot), -- That, in the opinion of this House, the government should amend Part XXIV of the Criminal Code -- Dangerous Offenders -- to provide:

      1. that where an offender is convicted of
      (a) a sexual offence involving a child, or
      (b) an offence set out in
        (i) section 271 (sexual assault) that has been proceeded with by way of indictment,
        (ii) section 272 (sexual assault with a weapon, threats to a third party or causing bodily harm), or
        (iii) section 273 (aggravated sexual assault), or an attempt to commit any of these offences, the offender shall, before being sentenced, be examined by two psychiatrists to determine
      (c) in the case of sexual offence involving a child, whether the offender is likely to commit or attempt to commit such an offence in the future, and
      (d) in the case of an offence referred to in section 271 that has been proceeded with by way of indictment, or section 272 or 273, whether the offender is likely to cause or attempt to cause death, injury or serious psychological harm to another person through a failure in the future to control his or her sexual impulses; and
      2. that where the psychiatrists conclude
      (a) in the case of a sexual offence involving a child, that the offender is likely to commit or attempt to commit such an offence in the future, or
      (b) in the case of an offence mentioned in section 271 that has been proceeded with by way of indictment, or section 272 or 273, that the offender is likely to cause or attempt to cause death, injury or serious psychological harm to another person through a failure in the future to control his or her sexual impulses,
    the Attorney General of the province in which the offender was tried shall direct that an application be brought to have the offender declared a dangerous offender. (Private Members' Business M-116)
