Introduction of Private Members' Bills
Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Hanger (Calgary Northeast), seconded by Mr. Stinson (Okanagan -- Shuswap), Bill C-325, An Act to amend the Crown Liability and Proceedings Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

By unanimous consent, it was ordered, -- That Private Member's motion M-240, standing in the order of precedence on the Order Paper in the name of Mr. Ménard (Hochelaga -- Maisonneuve), be amended to read as follows:

That, in the opinion of this House, the government should
give RCMP officers the right to unionize and to bargain
collectively under the Canada Labour Code.
By unanimous consent, Ms. Catterall (Ottawa West), seconded by Mr. Boudria (Glengarry -- Prescott -- Russell), moved, -- That the 26th Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.

Mr. Ringma (Nanaimo -- Cowichan), seconded by Mr. Ramsay (Crowfoot), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Legal Affairs.
Debate arose thereon.
Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.
