GOVERNMENT ORDERS
The Order was read for the third reading of Bill C-29, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances.
Mr. Marchi (Minister of the Environment), seconded by Mr. Goodale (Minister of Agriculture and Agri-Food), moved, -- That the Bill be now read a third time and do pass.
Debate arose thereon.
Mrs. Guay (Laurentides), seconded by Mr. Fillion (Chicoutimi), moved, -- That the motion be amended by deleting all the words after the word "That" and substituting the following:

that it be read a third time this day six months hence."
Debate arose thereon.
At 5:30 p.m., pursuant to Order made Tuesday, September 24, 1996, the House resumed consideration of the motion of Mr. Rock (Minister of Justice), seconded by Mrs. Stewart (Secretary of State (Latin America and Africa)), -- That Bill C-45, An Act to amend the Criminal Code (judicial review of parole ineligibility) and another Act, be now read a third time and do pass.
The House proceeded to the taking of the deferred recorded division on the amendment of Mr. Langlois (Bellechasse), seconded by Mr. Guimond (Beauport -- Montmorency -- Orléans), -- That the motion be amended by deleting all the words after the word "That" and substituting the following:
