GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Finance of Bill C-2, An Act to establish the Canada Pension Plan Investment Board and to amend the Canada Pension Plan and the Old Age Security Act and to make consequential amendments to other Acts.

Mr. Gagliano (Minister of Public Works and Government Services) for Mr. Martin (Minister of Finance), seconded by Mrs. Stewart (Minister of Indian Affairs and Northern Development), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Finance.

Debate arose thereon.

Mr. Manning (Calgary Southwest), seconded by Ms. Ablonczy (Calgary -- Nosehill), moved the following amendment, -- That all the words after the word ``That'' be deleted and the following substituted therefor:

    ``this House declines to give second reading to Bill C-2, An Act to establish the Canada Pension Plan Investment Board and to amend the Canada Pension Plan and the Old Age Security Act and to make consequential amendments to other Acts, since the principle of the Bill, while attempting to address the failures of the Canada Pension Plan, is particularly unfair to young Canadians, and fails to recognize the employment impacts of the CPP premium increases.''

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Johnston (Wetaskiwin), seconded by Mr. Hanger (Calgary Northeast), Bill C-233, An Act to provide for the settlement of labour disputes affecting west coast ports by final offer arbitration, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Hanger (Calgary Northeast), seconded by Mr. Johnston (Wetaskiwin), Bill C-234, An Act to amend the Crown Liability and Proceedings Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. McTeague (Pickering -- Ajax -- Uxbridge), seconded by Mr. Wilfert (Oak Ridges), Bill C-235, An Act to amend the Competition Act (protection of those who purchase products from vertically integrated suppliers who compete with them at retail), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
