Mr. Peterson (Secretary of State (International Financial Institutions)) laid upon the Table, -- Notice of a Ways and Means motion respecting the imposition of duties of customs and other taxes, to provide relief against the imposition of certain duties and taxes and to provide for other related matters. Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. White (North Vancouver), seconded by Mr. Stinson (Okanagan -- Shuswap), Bill C-238, An Act to establish principles of responsible fiscal management and to require regular publication of information by the Minister of Finance to demonstrate the Government's adherence to those principles, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Hill (Macleod), seconded by Mr. Stinson (Okanagan -- Shuswap), Bill C-239, An Act to amend the Consumer Packaging and Labelling Act (recombinant hormones), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. White (North Vancouver), seconded by Mr. Stinson (Okanagan -- Shuswap), Bill C-240, An Act to amend the Debt Servicing and Reduction Account Act (gifts to the Crown), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

The House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Mrs. Stewart (Minister of Indian Affairs and Northern Development), -- That Bill C-2, An Act to establish the Canada Pension Plan Investment Board and to amend the Canada Pension Plan and the Old Age Security Act and to make consequential amendments to other Acts, be now read a second time and referred to the Standing Committee on Finance;

And of the amendment of Mr. Manning (Calgary Southwest), seconded by Ms. Ablonczy (Calgary -- Nosehill), -- That all the words after the word ``That'' be deleted and the following substituted therefor:

``this House declines to give second reading to Bill C-2, An Act to establish the Canada Pension Plan Investment Board and to amend the Canada Pension Plan and the Old Age Security Act and to make consequential amendments to other Acts, since the principle of the Bill, while attempting to address the failures of the Canada Pension Plan, is particularly unfair to young Canadians, and fails to recognize the employment impacts of the CPP premium increases.''
