GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Industry of Bill C-53, An Act to increase the availability of financing for the establishment, expansion, modernization and improvement of small businesses.

Mr. Manley (Minister of Industry), seconded by Mr. Mifflin (Minister of Veterans Affairs), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Industry.

Mr. Pankiw (Saskatoon -- Humboldt), seconded by Mr. Jaffer (Edmonton -- Strathcona), moved the following amendment, -- That the motion be amended by deleting all the words after the word ''That'' and substituting the following:

''Bill C-53, An Act to increase the availability of financing for the establishment, expansion, modernization and improvement of small businesses, be not now read a second time but that the Order be discharged, the Bill withdrawn and the subject-matter thereof referred to the Standing Committee on Industry.''
