The Order was read for the second reading and reference to the Standing Committee on Finance of Bill C-35, An Act to amend the Special Import Measures Act and the Canadian International Trade Tribunal Act.

Ms. Marleau (Minister for International Cooperation) for Mr. Martin (Minister of Finance), seconded by Mr. Chan (Secretary of State (Asia-Pacific)), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Finance.

Debate arose thereon.

The House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Mr. Chan (Secretary of State (Asia-Pacific)), -- That Bill C-35, An Act to amend the Special Import Measures Act and the Canadian International Trade Tribunal Act, be now read a second time and referred to the Standing Committee on Finance.

The debate continued.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read a second time and, by unanimous consent, referred to the Standing Committee on Foreign Affairs and International Trade.

PRIVATE MEMBERS' BUSINESS

At 1:45 p.m., by unanimous consent, the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Ms. Davies (Vancouver East), seconded by Ms. Hardy (Yukon), -- That, in the opinion of this House, the government should reverse the privatisation of Canada Student Loans, reject proposals for income contingent loan repayment, and should instead implement a federal student grant program and establish accessibility as a new national standard for post-secondary education. (Private Members' Business M-132)

The debate continued.

NOTICE OF MOTION

Mr. Boudria (Leader of the Government in the House of Commons) gave notice of the intention to move a motion at the next sitting of the House, pursuant to Standing Order 78(3), for the purpose of allotting a specified number of days or hours for the consideration and disposal of the third reading of Bill C-3, An Act respecting DNA identification and to make consequential amendments to the Criminal Code and other Acts.
