Pursuant to Standing Order 34(1), Mr. Assadourian (Brampton Centre) presented the Report of the Canadian Group of the Inter-Parliamentary Union respecting its participation at the the Specialized Inter-Parliamentary Conference on "Towards Partnership between Men and Women in Politics", held in New Delhi, India, from February 14 to 18, 1997. -- Sessional Paper No. 8565-361-60.

Introduction of Government Bills
Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Peterson (Secretary of State (International Financial Institutions)) for Mr. Martin (Minister of Finance), seconded by Mr. Massé (President of the Treasury Board), Bill C-10, An Act to implement a convention between Canada and Sweden, a convention between Canada and the Republic of Lithuania, a convention between Canada and the Republic of Kazakhstan, a convention between Canada and the Republic of Iceland and a convention between Canada and the Kingdom of Denmark for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income and to amend the Canada-Netherlands Income Tax Convention Act, 1986 and the Canada-United States Tax Convention Act, 1984, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Martin (Esquimalt -- Juan de Fuca), seconded by Mr. Gilmour (Nanaimo -- Alberni), Bill C-242, An Act to amend the Criminal Code (violent crimes), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Martin (Esquimalt -- Juan de Fuca), seconded by Mr. Gilmour (Nanaimo -- Alberni), Bill C-243, An Act to amend the Criminal Code (protection of child before birth), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Szabo (Mississauga South), seconded by Mr. Finlay (Oxford), Bill C-244, An Act to amend the Income Tax Act and the Canada Pension Plan (transfer of income to spouse), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Finlay (Oxford), seconded by Mr. Grose (Oshawa), Bill C-245, An Act to amend the Criminal Code (penalties for sexual offences involving children), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Szabo (Mississauga South), seconded by Mr. Telegdi (Kitchener -- Waterloo), Bill C-246, An Act respecting the provision of compensation to public safety officers who lost their lives while on duty, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Picard (Drummond), seconded by Ms. Gagnon (Québec), Bill C-247, An Act to amend the Criminal Code (genetic manipulation), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
Motions
By unanimous consent, it was resolved, --
That, in the opinion of this House, the government should:
-
(a) implement a national real time database linking all health care
facilities involved in transplantation and transplantable tissue
procurement, and listing all potential organ transplant recipients and
available transplantable tissue;
-
(b) implement a national mandated choice strategy for tissue donation
through a mechanism such as the Federal Income Tax Return or the Census;
-
(c) remove all financial disincentives that presently exist for
health care facilities involved in transplantable tissue procurement; and
-
(*id) bring in legislation in order to protect the rights and wishes of
those who, upon declaration of brain death diagnosis, have previously
consented to donate their organs. (Notice of Motion M-222)
By unanimous consent, it was ordered, -- That, at the conclusion of the present debate on the Opposition Motion, all questions necessary to dispose of this motion be deemed put and a recorded division be deemed demanded and deferred until Tuesday, October 21, 1997, at the expiry of the time provided for Government Orders.
GOVERNMENT ORDERS

Mr. Duceppe (Laurier -- Sainte-Marie), seconded by Mr. Laurin (Joliette), moved, -- That this House condemns the attitude of the Government, which refuses to introduce in- depth reform of the legislation on the financing of federal political parties even though the existing legislation allows for a wide range of abuses.

Ms. Guay (Laurentides), seconded by Mr. Ménard (Hochelaga -- Maisonneuve), moved the following amendment, -- That the motion be amended by deleting the word ``in-depth'' and substituting the following therefor:

That the Committee be directed to consult broadly and review such information as it deems appropriate with respect to this issue;

That the Committee have the power to retain the services of expert, professional technical and clerical staff;
That the quorum of the Committee be twelve members whenever a vote, resolution or other decision is taken, so long as both Houses are represented, and that the Joint Chairpersons be authorized to hold meetings, to receive evidence and authorize the printing thereof, whenever six members are present, so long as both Houses are represented;
That the Committee be empowered to appoint, from among its members, such sub-committees as may be deemed advisable, and to delegate to such sub-committees all or any of its powers except the power to report to the Senate and the House of Commons;
That the Committee be empowered to authorize television and radio broadcasting of any or all of its proceedings;
That the Committee make its final report no later than November 7, 1997; and
That, notwithstanding usual practices, if the Senate or the House of Commons are not sitting when the final report of the Committee is completed, the report may be deposited with the Clerk of the House which is not sitting, and or the Clerks of both Houses if neither House is then sitting, and the report shall thereupon be deemed to have presented in that House, or both Houses, as the case may be.
