GOVERNMENT ORDERS
Notice having been given at a previous sitting under the provisions of Standing Order 78(3), Mr. Boudria (Leader of the Government in the House of Commons), seconded by Ms. Robillard (Minister of Citizenship and Immigration), moved,
-- That, in relation to Bill C-2, An Act to establish the Canada Pension Plan Investment Board and to amend the Canada Pension Plan and the Old Age Security Act and to make consequential amendments to other Acts, not more than one further sitting day shall be allotted to the consideration of the second reading stage of the Bill; and
That, fifteen minutes before the expiry of the time provided for Government Business on the day allotted to the consideration of the second reading stage of the said Bill, any proceedings before the House shall be interrupted, if required for the purpose of this Order, and, in turn, every question necessary for the disposal of the said stage of the Bill shall be put forthwith and successively, without further debate or amendment.

The House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Mrs. Stewart (Minister of Indian Affairs and Northern Development), -- That Bill C-2, An Act to establish the Canada Pension Plan Investment Board and to amend the Canada Pension Plan and the Old Age Security Act and to make consequential amendments to other Acts, be now read a second time and referred to the Standing Committee on Finance;
And of the amendment of Mr. Manning (Calgary Southwest), seconded by Ms. Ablonczy (Calgary -- Nosehill), -- That all the words after the word ``That'' be deleted and the following substituted therefor:

``this House declines to give second reading to Bill C-2, An
Act to establish the Canada Pension Plan Investment Board
and to amend the Canada Pension Plan and the Old Age
Security Act and to make consequential amendments to other
Acts, since the principle of the Bill, while attempting to
address the failures of the Canada Pension Plan, is
particularly unfair to young Canadians, and fails to
recognize the employment impacts of the CPP premium
increases.'';
And of the sub-amendment of Mr. Earle (Halifax West), seconded by Mr. Stoffer (Sackville -- Eastern Shore), -- That the amendment be modified by inserting after the words ``young Canadians'' the following:

``and more particularly, to women, the disabled, those
eligible for survivor's benefits, and low-income
Canadians,''.
