At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Mr. Anders (Calgary West), seconded by Mr. Jaffer (Edmonton -- Strathcona), -- That a Humble Address be presented to His Excellency praying that he will cause to be laid before this House copies of all documents, reports, minutes of meetings, notes, memos, polls and correspondence relating to the Calgary Declaration. (Private Members' Business P-22)

The question was put on the motion and it was agreed to.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Manley (Minister of Industry), seconded by Mr. Peterson (Secretary of State (International Financial Institutions)), -- That Bill C-54, An Act to support and promote electronic commerce by protecting personal information that is collected, used or disclosed in certain circumstances, by providing for the use of electronic means to communicate or record information or transactions and by amending the Canada Evidence Act, the Statutory Instruments Act and the Statute Revision Act, be now read a second time and referred to the Standing Committee on Industry;

And of the motion of Mr. Easter (Parliamentary Secretary to the Minister of Fisheries and Oceans), seconded by Mr. Vanclief (Minister of Agriculture and Agri-Food), -- That this question be now put.

The question was put on the motion and, pursuant to Standing Order 45, the recorded division was deferred until Tuesday, November 3, 1998, at the expiry of the time provided for Government Orders.


The House resumed consideration of the motion of Ms. Copps (Minister of Canadian Heritage), seconded by Mr. Mitchell (Secretary of State (Parks)), -- That Bill C-48, An Act respecting marine conservation areas, be now read a second time and referred to the Standing Committee on Canadian Heritage;

And of the amendment of Mr. Mark (Dauphin -- Swan River), seconded by Mr. McNally (Dewdney -- Alouette), -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``this House declines to give second reading to Bill C-48, An Act respecting marine conservation areas, because the Bill fails not only to strike a proper balance between preservation of ``biodiversity'' and sustainable development, but takes no account of future sustainable development in designated marine conservation areas.''
