Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Harb (Ottawa Centre), seconded by Ms. Guarnieri (Mississauga East), Bill C-456, An Act to protect Personal Privacy by restricting the use of Social Insurance Numbers, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS

The Order was read for the third reading of Bill C-42, An Act to amend the Tobacco Act.

Mr. Goodale (Minister of Natural Resources) for Mr. Rock (Minister of Health), seconded by Mr. Mifflin (Minister of Veterans Affairs), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

By unanimous consent, it was ordered, -- That Bill C-42, in Clause 4, be amended by replacing lines 26 and 27 on page 3 with the following:

``(3) Subsections 24(2) and (3) apply beginning on October 1, 2000 and ending on September 30, 2003 to''

The House resumed consideration of the motion of Mr. Rock (Minister of Health), seconded by Mr. Mifflin (Minister of Veterans Affairs), -- That Bill C-42, An Act to amend the Tobacco Act, as amended, be now read a third time and do pass.

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Solomon (Regina -- Lumsden -- Lake Centre), seconded by Mr. Nystrom (Regina -- Qu'Appelle), moved, -- That, in the opinion of this House, Members of the House of Commons and Senators be treated equally before the law and therefore the parliamentary privilege that allows Members of the House of Commons and Senators to refuse to give evidence in a Canadian court of law should be abolished. (Private Members' Business M-53)

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.
