Tabling of Documents

Pursuant to Standing Order 32(2), Mr. Adams (Parliamentary Secretary to the Leader of the Government in the House of Commons) laid upon the Table, -- Government responses, pursuant to Standing Order 36(8), to the following petitions:

Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Mr. Proud (Hillsborough) presented the 7th Report of the Canadian NATO Parliamentary Association respecting its participation at the meeting of the NATO Parliamentary Assembly's Sub-Committee on Defence and Security Co-operation between Europe and North America held in Washington, D.C., and New York, United States, from January 31 to February 6, 1999. -- Sessional Paper No. 8565-361-50F.

Presenting Reports from Committees

Mr. Adams (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 59th Report of the Committee, which was as follows:

      The Committee recommends, pursuant to Standing Orders 104 and 114, that the following Members be added to the list of Associate Members of the Standing Committee on Human Resources Development and the Status of Persons with Disabilities:

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were filed as follows:

-- by Mr. McWhinney (Vancouver Quadra), one concerning the labelling of food products (No. 361-2083);

-- by Mr. Szabo (Mississauga South), one concerning human rights in Indonesia (No. 361-2084).

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Kenney (Calgary Southeast), seconded by Mr. Casson (Lethbridge), moved, -- That, in the opinion of this House, the federal tax system should be reformed to end discrimination against single-income families with children.

Debate arose thereon.

MOTIONS

By unanimous consent, Mr. Adams (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Cullen (Etobicoke North), moved, -- That the 59th Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.

The question was put on the motion and it was agreed to.

The House resumed consideration of the motion of Mr. Kenney (Calgary Southeast), seconded by Mr. Casson (Lethbridge), in relation to the Business of Supply.

The debate continued.

Mr. Lowther (Calgary Centre), seconded by Mr. Ramsay (Crowfoot), moved the following amendment, -- That the motion be amended by adding before the word ``end'' the following:

    ``permanently''

Debate arose thereon.

MOTIONS

By unanimous consent, it was ordered, -- That at the conclusion of the present debate on today's Opposition motion, all questions necessary to dispose of this motion be deemed put and a recorded division be deemed requested and deferred until Tuesday, March 9, 1999, at the expiry of the time provided for Government Orders.

The question was put on the amendment and, pursuant to Order made earlier today, the recorded division was deferred until Tuesday, March 9, 1999, at the expiry of the time provided for Government Orders.

PRIVATE MEMBERS' BUSINESS

At 5:18 p.m., by unanimous consent, the House proceeded to the consideration of Private Members' Business.

Mr. Bigras (Rosemont), seconded by Mr. Dumas (Argenteuil -- Papineau), moved, -- That, in the opinion of this House, the government should undertake all necessary steps to legalize the use of marijuana for health and medical purposes. (Private Members' Business M-381)

Debate arose thereon.

Ms. Caplan (Thornhill), seconded by Mrs. Barnes (London West), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``should'' and substituting the following:

    ``take steps immediately concerning the possible legal medical use of marijuana including developing a research plan containing clinical trials, appropriate guidelines for its medical use, as well as access to a safe medicinal supply, and that the government report its findings and recommendations before the House rises for the summer.''

Debate arose thereon.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.
