Message on Estimates

    His Excellency the Governor General transmits to the House of Commons Supplementary Estimates (C) of sums required for the public service of Canada in the fiscal year ending on March 31, 1999, and in accordance with section 54 of the Constitution Act, 1867, recommends these Estimates to the House of Commons.

The House resumed consideration of the motion of Mrs. Stewart (Minister of Indian Affairs and Northern Development), seconded by Mr. Gagliano (Minister of Public Works and Government Services), -- That Bill C-49, An Act providing for the ratification and the bringing into effect of the Framework Agreement on First Nation Land Management, be now read a third time and do pass.

The debate continued.

Mr. Scott (Skeena), seconded by Mr. Konrad (Prince Albert), moves the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``Bill C-49, An Act providing for the ratification and the bringing into effect of the Framework Agreement on First Nation Land Management, be not now read a third time but be referred back to the Standing Committee on Aboriginal Affairs and Northern Development for the purpose of reconsidering all the clauses with a view to ensure that the Land Code is consistent with the federal Expropriation Act and provincial Expropriation Acts as applicable.''

Debate arose thereon.

NOTICE OF MOTION

Mr. Boudria (Leader of the Government in the House of Commons) gave notice of the intention to move a motion at the next sitting of the House, pursuant to Standing Order 78(3), for the purpose of allotting a specified number of days or hours for the consideration and disposal of the report stage and third reading of Bill C-55, An Act respecting advertising services supplied by foreign periodical publishers.
